The State Comptroller’s office audited the Deposit Village Board, the audit found that the Village Board made 93 credit card purchases during the audit period, they did not ensure compliance with the Village’s credit card policy and approved 83 credit card purchases totaling $20,659 without the required supporting documents to show funds were being expended for legitimate Village purposes. The audit’s Recommendation was to Ensure the deputy clerk complies with the Village’s credit card policy and that each claim has sufficient supporting documentation before authorizing payment. Village officials planned corrective action.

Otsego County Sheriff’s Office arrested 79 year old Ronald Johnson of Cooperstown for forcible touching & harassment. Johnson was charged following a complaint in the Town of Hartwick, where Johnson, while working in his capacity as a Realtor, is accused of forcibly touching the intimate parts of another person while the defendant was conducting a house showing. Johnson was arrested by investigators this week, he was processed and was being held in the Otsego County Correctional Facility for arraignment.

A man was arrested Thursday afternoon after he fired a shotgun in the parking area of an Albany synagogue. No one was injured during the incident at the Temple Israel and the suspect was an unidentified 28-year-old man, who was quickly arrested, he made “threatening statements,” during the incident. Police said that an early childhood center with at least two dozen preschoolers were on the premises. The parents were contacted, the facility went immediately into lockdown, Federal law enforcement is currently leading the investigation.

39 year old Orlando Torres of Binghamton was found guilty by a Broome County Jury for 2 counts of criminal possession of a Controlled Substance & 1 count of criminal possession of drug paraphernalia. The Broome County Special Investigations Unit Task Force executed a search warrant on a Binghamton apartment, Officer seized 20 grams of fentanyl, Cash from drug sales and a digital scale. Torres faces up to 12 years in state prison when sentenced next month.

Chenango County Sheriff’s Deputies arrested 24 year old Nathaniel Rowe of Coventry for 4 counts of Criminal Possession of a Weapon, 3rd degree Burglary, Grand Larceny & Petty Larceny. Rowe is accused of illegally entering a garage & stealing a vehicle & Several Firearms. Deputies located the stolen vehicle at a residence, just a few miles away from crime scene, Rowe was inside the residence with the stolen firearms. Rowe was on parole at the time of his arrest, he was processed and was held at the Chenango County Correctional Facility on his Warrant, he was ordered to appear in Town of Smithville court at a later date.

Justice Robert Putorti of the Village of Whitehall Court faces action in the state Court of Appeals, after he allegedly pulled a gun on a defendant in his court room. Putorti has been the Whitehall judge since 2014, he claimed that he acted in Self defense when defendant Brandon Wood appeared to rush the judge”s stand in 2015. The state Commission on Judicial Conduct became aware of the incident & conducted an investigation, it recommended Putorti’s removal from judicial office, Putorti challenged the recommendation before the Court of Appeals, he has been suspended from duty with pay while waiting for his day in court. Wood claimed that he was chained to a bench in a hallway & could not rush the judge, he also claimed that Putorti flashed a gun under his robe.

Nigrelli was no longer under consideration for the permanent role, he plans to retire effective October 6th. 22 year old Jacoyia Byrne of New York, was sentenced to a 3 year term of probation supervision for the crime of Criminal Possession of a Controlled Substance. . Byrne was arrested May 5th for selling amphetamine to undercover officers with the Delhi Police Department. The Department of Probation recommended Byrne receive a period of probation supervision as punishment, Judge Burkert accepted the plea agreement and sentenced Byrne.

The Broome County Sheriff’s Office arrested 22 year old Houston Alexander of Binghamton following a high speed pursuit Thursday night. A Deputy was conducting a routine speed enforcement on I-81 in the Town of Dickinson when he encountered a vehicle traveling at 90 miles per hour in a 55 miles per hour zone, after pursuits through several towns, Alexander’s vehicle collided with a patrol vehicle, he fled on foot, which ended a few block later in Johnson City with a Taser deployment, and he was taken into custody. Alexander was charged with Unlawful Fleeing a Police Officer in a Motor Vehicle, Unauthorized Use of a Vehicle, Reckless Endangerment, Obstructing Government Administration & Resisting Arrest, Alexander was processed and issued appearance tickets for a future court date, The Sheriff’s Office was assisted by Johnson City Police and State Police. There were no injuries stemming from the incident.

Oneonta Fire Department last night responded to a fire at 7 Hubbell Avenue in Oneonta, they were assisted by West Oneonta, & Otego Fire Department As well as the FAST teams from Sidney, Franklin & Worcester. Broome County District Attorney’s office announced that Dillon Thomas pleaded guilty to Attempted Assault in Broome County Court. Thomas admitted to cutting a woman’s hand with a knife during a domestic incident at the Econo Lodge in the Town of Dickinson, he was sentenced to 2 to 4 years in state prison. He was previously convicted of Attempted Burglary in Broome County in 2016.

Police arrested 32 year old Jeffrey Sabines of Oxford, for 1st degree assault & criminal possession of a weapon, 44 year old Jason Lowe of Norwich, for 3 counts of criminal possession of a controlled substance, and 4th degree conspiracy, 45 year old Daniel McCoy of Norwich, for conspiracy, and 37 year old Meredith Conkey of Norwich for obstruction of governmental administration & criminal possession of a controlled substance. Sabines was sent to the Chenango County Correctional facility without bail for violating his parole and for being a repeat offender, Lowe, McCoy, and Conkey were ticketed and released & will appear in Norwich City Court at a later date.

State Police are looking for 2 people who scammed a clerk at the Owego Speedway October 5th, by engaging in a series of purchases including lottery tickets and Visa cards, stealing over $3,693 from the store. The incident occurred on October 5, and it is believed the pair conducted a similar scam in Johnson City earlier that evening. They may be operating a white Ford sedan. Chenango County Sheriff’s Office responded to a fatal 2-car motor vehicle accident on County Road 36 in the Town of Guilford Monday.  Investigators reported that 22-year-old Dominique Brissett of Walkill was traveling north bound on County Road 36 and collided with an SUV operated by 23-year-old Rachel Feyh of Sidney.  Brissett was pronounced dead on the scene, Feyh was air lifted by Life Net to SUNY Upstate Medical in Syracuse, where she was listed in critical but stable condition. The investigation into the cause of the motor vehicle accident is still ongoing.

The state has made progress in making high-speed connections available to New Yorkers, ranking 2^nd in the U.S. in the percentage of the population with broadband available in their neighborhood, but more than one million, or 13.8%, of households do not have access or a subscription to home broadband services, according to a report released today by State Comptroller Tom DiNapoli.  The report finds that predominantly rural areas remain underserved by broadband infrastructure, approximately 1 in 3 New York households with income less than $20,000 lacked access to broadband at home.   The entire report can be found at osc.state.ny.us.

Governor Kathy Hochul today announced significant progress with the Emergency Rental Assistance Program and the Excluded Workers Program. The amount of pandemic-related emergency rental assistance paid out has nearly doubled in the past 3 weeks, up to $399 million, enabling tenants at risk for eviction to stay in their homes and helping struggling landlords to receive unpaid rent. Starting tomorrow, middle-income renters previously ineligible for assistance can begin applying for funding through the Emergency Rental Assistance Program, also Governor Hochul announced that over $1 billion in Excluded Workers Program funds have been approved for distribution to date.   More information is available at otda.ny.gov.

Catholic Charities in Sidney is looking for volunteers to assist them in their next community mass food distribution on September 28th, spokesperson Penny McKnight explains:

McKnight said that they need about 40 to 50 volunteers to help set & then distribute the food to those who show up on the 28th; McKnight said that they have averaged between 9 & 12 tons of food at the previous distributions.

The State Department of Health today announced that New York State’s youth smoking rate has reached an all-time low. Governor Kathy Hochul announced that the Public Health and Health Planning Council passed an emergency regulation and the Health Commissioner issued a determination requiring all teachers, administrators and other school employees to submit to weekly COVID-19 testing unless they show proof of vaccination, with either a CDC vaccine card or the Excelsior Pass.   The Governor also announced that the State Department of Health has finalized and released official guidance for classroom instruction regarding Facemasks, which closely echoes the CDC guidance which districts were advised to follow. The operator of Prestige Limousine, 31 year old Nauman Hussain, has pleaded guilty to 20 counts of negligent homicide in connection with the fatal Limo crash in Schoharie in 2018.   Hussain will be placed on interim probation for 2 years, will serve 1,000 hours of community service, he will not serve jail time & he was ordered to pay an undisclosed amount of money in restitution to the families of the deceased.  The October 6th, 2018, crash killed 18 people in the limo including the driver, plus 2 pedestrian in the parking lot of the Apple Barrel Convenience store at State Routes 30 and 30A in Schoharie.

Governor Kathy Hochul signed legislation extending virtual access to public meetings under the State’s Open Meetings Law, which allows New Yorkers to virtually participate in local government meetings during the COVID-19 pandemic, as long as the public has the ability to view or listen to the meeting and as long as the meeting is recorded and later transcribed. This change will reduce the need for congregation at public meetings while the Delta variant is prevalent, while ensuring public business can continue.
