The Broome County District Attorney’s Office announced 40 year old Quentin Wilson of Binghamton was sentenced to 25 years in prison after being found guilty of burglary, obstructing governmental administration and endangering the welfare of a child in March. Wilson was charged after he knocked in the door of a residence on Julian Street in Binghamton while brandishing a handgun, which he used to strike a victim in the face, he stole property from the residence and fled the scene. Wilson will have to serve five years of post-release supervision after he serves his 25 years behind bars.

The Broome County Special Investigations Unit Task Force and the Tioga County Sheriff’s Office executed a narcotics search warrant at a residence in the Town of Owego. Search warrant targeted 33 year old Bienvenido Aponte of Apalachin, who was charged with 2 Counts of Criminal Possession of a Controlled Substance & 3 Counts of Criminally Using Drug Paraphernalia. Police seized 43.2 Grams of Fentanyl, $4,831 in US Currency, Multiple scales, cutting agents, and packaging materials used for weighing, cutting, and packaging narcotics for sale. According to the USDEA, as little as 2 milligrams of Fentanyl can be fatal, the amount recovered equals 21,000 fatal doses of Fentanyl.

Chenango County Sheriff’s Office arrested 33 year old Brandon Cullipher Of Plymouth On May 31, for DWI, Driving with a .08% BAC or Greater, and Aggravated DWI for driving while a child under the age of 16 is in a motor vehicle. Cullipher was observed driving a vehicle with no affixed inspection sticker on the windshield, he is also accused of driving the vehicle with an open container, with passengers under the age of 16. Cullipher was taken into custody, processed and released on an appearance ticket, to appear in the Town of North Norwich Court at a later date.

On Thursday, June 29, at 9:00AM, the Greater Oneonta Historical Society and the Oneonta Job Corps Academy will unveil a historical marker for Homer Folks Tuberculosis Hospital at the corner of West Street and Homer Folks Drive. The marker recognizes Homer Folks Tuberculosis Hospital, which was a state hospital that treated hundreds of TB patients between 1935 and 1973. The hospital grounds are now occupied primarily by the Oneonta Job Corps Academy campus, along with several other entities.

The Department of State reminds businesses of a new law to protect consumers from potential Gift Card Scams. Effective June 20th, all businesses selling gift cards must display a notice at or near where any gift card or gift certificate is displayed or sold to caution consumers about gift card fraud. Requesting gift cards as payment has become increasingly popular with scammers as funds are nearly impossible to trace. According to the Federal Trade Commission in 2022, nearly 65,000 consumers filed a complaint related to gift card scams, equating to a total loss of $228.3 million.

Finch failed to provide an address change to local law enforcement from 2019 through 2021, as required by state law, Finch was convicted in 2016, in Chenango County, of Disseminating Indecent Material to a Minor, he was designated as a Level 2 Sex Offender.

State Police reported that an 18-month-old died after she was hit by an SUV in the driveway of her home in Schuyler Monday morning. After arriving at the scene, state police determined that the mother was unloading groceries from her vehicle while her daughter was playing on an outdoor play set, when she went to move the vehicle, the toddler ran out in front of it, the mother rendered aid and called 911. The child was taken to the hospital where she was pronounced dead. State police say the mother will not be charged.

The Broome County Sheriff’s Office arrested Michael Gincerowski Jr., of Port Crane for vehicular manslaughter, Leaving the scene of an accident resulting in death, DWI, Aggravated unlicensed operation of a motor vehicle, following a hit and run accident Saturday night in the Town of Fenton that killed 16-year-old Constance Mazzarese of Owego. The Broome County Sheriff’s Office responded to a report of a motor vehicle accident involving an SUV and a bicycle on State Route 369 in the Town of Fenton just after 10:00 PM Saturday night, the driver of the SUV left the scene, a State Trooper located the vehicle, disabled, about a mile north of the collision. Gincerowski was located at a nearby residence and was taken into custody.

Delaware County Public Health announced that a skunk in the town of Andes has tested positive for rabies. The rabid skunk exposed 4 dogs and 1 person. The person exposed to the rabid skunk is receiving rabies post exposure prophylaxis. Two of the four dogs were up to date on their rabies vaccinations and received boosters after the exposure. Public Health is working with the dog owner and Town of Andes officials to implement 6-month quarantine on the 2 dogs that were not up to date on their rabies vaccinations. State Police Superintendent George Beach announced the death of Trooper Nicholas Clark. Early Monday morning, Trooper Clark, the Stueben County Sheriff’s Office and the Corning Police Department responded to a call of a suicidal subject barricaded at a residence in the town of Erwin, Stueben County. During the incident response, Trooper Clark was shot and killed. 43-year old Steven Kiley was found in the residence dead of an apparent gunshot wound. Trooper Clark was 29 years old, he graduated from the 203rd session of the Basic School in 2015. The incident remains under investigation.

Delaware County Sheriff’s Deputies arrested 40 year old Anthony Stephens of Walton, on charges of DWI, Aggravated Unlicensed Operation, Uninspected Motor Vehicle, Unsafe Tire, Speed Not Reasonable and Prudent, and Moved from Lane Unsafely, following a motorcycle accident in the Town of Hamden. Stephens is scheduled to appear in the Town of Hamden Court at a later date to answer the charges.

The City of Oneonta will hold a public hearing this evening at the Oneonta Common Council Meeting at City Hall to receive public comments on the City’s community development needs, and to discuss the possible submission of 1 or more Community Development Block Grant applications for 2018. The City is currently considering a grant application for $230,000 for Nick’s Diner on Chestnut Street. State Lawmakers wrapped up their session one calendar later than anticipated, in the early morning hours today. The 2018 session ended without a deal to renew the state law authorizing school zone cameras, Lawmakers also failed to reach a compromise on bills to overhaul teacher evaluations and address school security.

State Police at Oneonta arrested 37 year old Heather Koncelik of Worcester on 2 counts of Criminal Possession of a Controlled Substance. Troopers arrested Koncelik after she was found to have heroin and suboxone in her possession in the town of Worcester. Koncelik was arraigned & was remanded to the Otsego County Jail on $500 cash bail.

Broome County Sheriff David Harder announced that confidential tips provided by the residents of the southern tier have led to the capture of Noah Venth-Costick. On Wednesday morning, the Sheriff’s Office Warrants Division received information that Venth-Costick was hiding out in a residence in Afton. The Warrants Division observed a vehicle enter the driveway which was occupied by Venth-Costick, he was arrested without incident, and he was transported to the Broome County Sheriff’s Office Correctional Facility where he is being held without bail.

State Police arrested 33-year-old Robert West of New Berlin for allegedly sending messages of a sexual nature to the child by Snapchat. West has been charged with 2nd-degree sexual abuse, forcible touching, & 2 counts of endangering the welfare of a child. West was arraigned in North Norwich town court and sent to Chenango County Jail on $5,000 bail.

State Police arrested 24 year old Demario Reed of Guilford for DWI with a reported B.A.C of .17%. Troopers were dispatched to a one car crash into a guiderail on State Highway 7 in the town of Otego, where Reed was arrested; he was released and will appear in the town of Otego Court on June 21st.

State Senator Jim Seward announced senate passage of legislation he sponsored which will enhance women’s health care in New York State to include pregnancy as a qualifying event for women to enroll in any health insurance plan at any time.

Under current law, New Yorkers can only purchase insurance coverage through the exchange outside of an open enrollment period when certain “qualifying events” such as marriage, divorce, becoming a U.S. citizen, or giving birth occur, Seward’s legislation adds pregnancy to the list of qualifying events. The bill has been sent to the assembly where companion legislation has been introduced.

Governor Cuomo today announced $91 million in awards for shovel-ready projects to build affordable housing across the state. The funds were available through New York State Homes & Community Renewal, Locally, in this round of funding, Lakewood Development LLC receives $3 million for The Norwich Shoe Apartments; which calls for the demolition of 4 old buildings and the new construction of 34 rental units for low-income individuals and families, 7, for persons with developmental disabilities. A local broadband expansion project will receive state funds through the Connect NY Broadband Grant Program.
