36 year old Jason Gerhard of Montrose Pennsylvania was found guilty in Broome County Court today for Criminal Possession of a Weapon. State Police responded to a home on Patch Road in the Town of Chenango last February, where Gerhard entered a residence without permission, he was in possession of an illegal handgun & was arrested, at that time, Gerhard was on probation for illegal possession of a .38 caliber revolver. Gerhard could spend 3½ to 7 years in State prison when he is sentenced on April 20th.

The New York State Sheriffs’ Association announced that this year’s President is Sheriff Craig Apple of Albany County, he is the 4th term Sheriff of Albany County. Delaware County Sheriff Craig DuMond was named 1st Vice President of the New York State sheriff’s Association.

The Endicott Police Department arrested 44 year old David Scanlin for 3rd degree burglary, Grand Larceny and & 3rd degree Arson. Back on January 11th, Scanlin is accused of setting fire to a vehicle parked at J&K Auto Clinic, later that day, Scanlin is accused of stealing a vehicle on the lot at Tank’s Auto Sales. Scanlin was remanded to the Broome County Jail without bail.

The latest Sienna College poll shows that New York Voters approve of the job Kathy Hochul is doing as Governor 56-36%, her best marks since taking over as Governor. 6 of Hochul’s State of the State proposals have overwhelming support, but her proposal to allow SUNY to increase tuition is strongly opposed. In the same Poll, Voters Say that Long Island Republican Congressman George Santos should Resign from Congress, following a string of lies told on the campaign trail. About 2/3rd of Democrats, 59% of independents and a about half of Republicans polled said that Santos should resign, only 17% said he shouldn’t resign.

State Attorney General Letitia James has requested records relating to a New Year’s incident where a Binghamton Police Officer was taped kneeling on the neck of Hamail Waddell, who filed a complaint against the officer. Binghamton Police said that the officer is on desk duty, following protests outside the Police station, anyone with video of the incident is asked to turn it over to Binghamton Police investigators by calling 607-772-7089.

State Police today announced the results of a January 17th speed enforcement initiative along the New York portion of U.S. Highway 20. State Police and local law enforcement agencies stepped up patrols during the morning and evening drive times. 25 Troopers from various Troops issued a total of 178 citations and gave 41 warnings. 104 of the citations issued were for speed.

Governor Kathy Hochul today announced the availability of up to $7.5 million for state-certified providers and other treatment programs to establish low threshold services to address opioid addiction. The funding will provide up to $500,000 for 15 programs statewide to offer low threshold services, certified treatment providers, clinics by the state Office of Mental Health, hospitals, and harm reduction programs are eligible to apply for the funding.

The Broome County Sheriff’s Office responded to the report of a shooting during a home invasion in the town of Maine at around 8:30 PM Sunday. 23 year-old Jakev Jackson, had been receiving threatening messages while at home, then 25 year-old Brandon Sena-Bruzek of Montrose Pennsylvania & 23 year old Kenneth Hughes of Greene kicked down the door, armed with guns, Jackson was also armed with a shotgun. Investigators believe that Hughes pointed a handgun at Jackson, who fired and hit Hughes in the stomach, seriously injuring him. Hughes and Sena-Bruzek then fled the residence but were apprehended by Deputies, Hughes was taken to Wilson Hospital and Sena-Bruzek was arrested without incident. The investigation is ongoing & various felony charges will be filed.

Governor Kathy Hochul today encouraged New Yorkers to take advantage of the State’s first Free Fishing Weekend of 2022, this Saturday & Sunday, February 19 and 20, when freshwater anglers are permitted to fish for free without a license. Additional free fishing days include June 25 and 26, September 24 (National Hunting and Fishing Day), and November 11 (Veterans Day). During free fishing days, residents and visitors can fish for free on any of the state’s 7,500 lakes and ponds or 70,000 miles of rivers and streams. All other freshwater fishing regulations still apply.

According to the United States Food and Drug Administration, announced that The Royal Ice Cream Company, Inc. has recalled many of their ice cream products due to potential Listeria contamination. Royal Ice Cream products with the manufacturing plant number “CT121” are part of the recall, the ice cream was distributed in retail stores in New York as well as several other states, Consumers should return them to the place of purchase for a full refund. The City of Oneonta is returning to in-person meetings as of Today. City officials said that because the Otsego County’s level of COVID-19 transmission remains High, masks are still required in City buildings. Monday’s meeting first meeting will be the Parks & Recreation committee at 7:00 PM, Tuesday night’s meeting will be the Common Council meeting at 7:00pm, New Oneonta Mayor Mark Drnek will deliver the State of the City address. Chenango County Sheriff’s Office arrested 28 year old Cynthia Day of Columbus after she violated a temporary order of protection by showing up to the victim’s place of employment and swearing at the victim. Cynthia was arraigned on a criminal contempt charge in the Town of Oxford Court and is to appear in Norwich City Court at a later date.

The Governor’s Office & the State Health Department reported 3,583 Positive Cases of COVID 19 Saturday, the Lowest number since October 25th. The Statewide Positivity Rate was 2.28% the Lowest Since October 31st. Patient Hospitalizations decreased by almost 300 to 3,588, with the number in an ICU bed down to 608, 352 were on ventilators, there were 50 deaths in hospitals & nursing homes from the virus Saturday.

State Police in Troop C held several sobriety checkpoints and had increased patrols during Super Bowl weekend, 3 people were arrested for Driving While Intoxicated.  Charged were 49 year old Melissa Bevins of West Winfield, 21 year old Devlin Nagle of Montrose, Pennsylvania & 22 year old Ryan Ripic of Endicott, all 3 were issued appearance tickets.

Overall growth in local sales tax collections statewide in 2019 was relatively strong, according to a report released today by State Comptroller Tom DiNapoli. Collections across the state, totaling $18.3 billion, grew by 4.7%% from the previous year.  Sales tax collections increased more rapidly during the second half of 2019 & 13 of the 17 cities that impose a sales tax experienced increases in year-over-year collections in 2019, the City of Oneida had the strongest growth of 8.6% followed by Norwich at 8.4%.

Crouch said that the Revenue projections from both house are always different, Lawmakers then have until April 1st to get the budget implemented in time for the start of the new fiscal year.

State Police conducted an Underage Drinking Enforcement Detail in Chenango County on January 23, All 15 retail establishments were found to be in compliance with no sale to alcohol to an underage operative.  During the Underage Drinking Initiative, retail establishments are checked utilizing a trooper in plain clothes and one or several underage operative who cannot lie about their age or give a fake date of birth. When asked for identification, they show their real ID.

Governor Cuomo announced an update on the status of testing for the novel coronavirus in New York State. As of today, samples from 12 New Yorkers have been sent to the Centers for Disease Control and Prevention for testing. Of those, 11 have come back negative. One sample, from New York City, is awaiting results from the federal Centers for Disease Control and Prevention. There are no confirmed cases of novel coronavirus in New York State.  Additionally, today the Governor announced New Yorkers can call a hotline at 1-888-364-3065 where Department of Health experts will be available to answer questions regarding the Novel Coronavirus.

Delaware County Sheriff’s Deputies arrested 23 year old William Merrill of Delhi for Overdriving, torturing and injuring animals, in violation of State Agriculture and Markets Law.  Merrill is accused of beating a dog December of 2019 in the Town of Meredith.  In accordance with the new bail reform laws, Merrill was released with an appearance ticket where he will appear in the Town of Meredith Court at a later date.

Auditors found that while DOH completes its surveys on time and reports deficient practices to the public, as required, but they only looked at a small number of items in the facilities and could be missing equipment defects. In visits to 36 facilities, auditors found several pieces of poorly maintained equipment, including a transport wheelchair that was covered by rust, mold or mildew, and a suction machine, used to remove airway fluid, covered in dust. Delaware County Sheriff’s Deputies and Investigators arrested 49 year old Christopher Knipper of Harpersfield for Criminal Possession of Stolen Property and Falsifying Business Records. Knipper is accused of possessing a stolen motor vehicle that he took to a scrap yard where he had claimed ownership of the vehicle. He was arraigned in the Town of Davenport Court and remanded to the Delaware County Correctional Facility on $10,000 cash or $20,000 secured bond.

Chenango County Sheriff’s Deputies arrested 33 year old Nicholas Andrews of Preston for criminal sale of a controlled substance & criminal possession of a controlled substance Friday, after deputies executed a Search Warrant. Andrews was arraigned in the Chenango County Court and remanded to the Chenango County Correctional Facility with $12,000 bail. Norwich Police Department and Chenango County District Attorney’s Office assisted with the investigation.

Delaware County Sheriff’s Deputies arrested 29 year old Shawn Banks of Oneonta for aggravated unlicensed operation of a motor vehicle, following an accident on State Highway 28 in the Town of Meredith. Deputies discovered that Banks had his driving privileges suspended; he was also issued a summons for failure to keep right. Banks was released on tickets and is scheduled to re-appear in the Town of Meredith Court at a later date.

The State Supreme Court Appellate Division ruled that Actress Diane Neal of Hurley will be on the November ballot as an independent congressional candidate in the 19th District. The state Board of Elections last month rejected over 1,800 of the more than 4,100 signatures on Neal’s petition, on Monday, the state Supreme Court Appellate Division ruled in Neal’s favor in her challenge of the decision. Democrat Antonio Delgado is challenging Republican incumbent John Faso for the 19th Congressional District seat.

Empire State Development announced that Amphenol Aerospace in Sidney will construct a 5-megawatt solar farm on its industrial campus. The solar farm will utilize a large land site in the Village that would otherwise be unusable because it is located in a floodplain, will provide power to the rest of Amphenol’s operations and will promote stability of the electrical supply as the power generated goes back into the grid-especially during peak usage periods in the summer. Chenango County Sheriff’s Department arrested 46 year old Robert Coleman of Smithville for DWI and criminal possession of a controlled substance. Sheriff’s Deputies were patrolling the area of State Hwy 220 in the Town of McDonough when Deputies came across a vehicle that had been involved in an accident. Coleman’s vehicle left the roadway and struck an embankment, he was found to be in possession of methamphetamine. Coleman was processed on the charges and released until a later date in the Town of McDonough Court.

State Police arrested 22 year old Kody Kemp of Friendsville Pennsylvania for Criminal Possession of a Weapon & Criminal Possession of a Controlled Substance & 30 year old Scott Maxey of Montrose Pennsylvania for Criminal Possession of a Weapon, after Troopers observed their vehicle traveling at a high rate of speed on Colesville Road in the town of Kirkwood. Troopers located a loaded gun in the vehicle and drug paraphernalia. Both were remanded to the Broome County Jail pending future court action.

Otsego County has received more than $842,000 in grants for improvements to emergency and public safety communications infrastructure and equipment. The $684,650 award will be used to complete 3 tower sites needed to complete the emergency services telecommunications project, the 2nd grant totaling over $157,000 will add a dispatcher position, and an alarm systems at tower sites.

The State Department of Labor today released preliminary unemployment rates for January. The State’s seasonally adjusted unemployment rate was unchanged at 4.7% in January, Locally, Chenango County had 7.1% unemployment, Delaware County 7.3% & Otsego County had 6.6% unemployment.


State Police at Sidney arrested 32 year old Dasheem Street of Utica, for Criminal Possession of Marijuana, after Street was observed traveling at a high rate of speed on State Highway 8 in the town of Guilford. Delaware County Sheriff’s Deputies arrested a 17 year old youth of Hamden, New York on charges of Driving While Ability Impaired by Drugs and Unlawful Possession of Marihuana. The youth was also cited for no headlamps. This arrest stemmed from a traffic stop on Stockton Avenue in the Village of Walton. Deputies were assisted by the Village of Walton Police Department. The number of craft beverage manufacturers has grown by 50% since the enactment of the Craft New York Act 3 years ago. Governor Cuomo today directed the New York Department of State to issue new regulations holding consumer credit reporting agencies accountable to the public. The regulations, adopted on an emergency basis and effective immediately, require consumer credit reporting agencies to respond within 10 days to requests made by the Department of State’s Division of Consumer Protection on behalf of consumers. State Police attempted to stop a Geo Tracker in Binghamton for multiple traffic violations, the operator of the vehicle failed to comply and a pursuit began to Windsor. The occupants threw auto parts into the path of pursuing law enforcement vehicles, their vehicle was eventually stopped with the use of tire deflation devices on Main Street in the village of Windsor, when the two occupants fled on foot & were arrested after a short chase. The vehicle operator was 23 year old Aaron Vogel of Hallstead, Pennsylvania, he was charged with the felony of Reckless Endangerment, Driving a Motor Vehicle While Impaired by Drugs, Criminal Possession of a Controlled Substance, Unlawful Fleeing a Police Officer, Resisting Arrest, and multiple traffic violations. The passenger, 20 year old Dylan Thompson of Montrose, Pennsylvania was charged with Reckless Endangerment and Resisting Arrest. They were arraigned and remanded to the Broome County Jail without bail.

Chenango County Sheriff’s Deputies arrested 29 year old Coy Biviano for Criminal Possession of Stolen Property, while he was incarcerated at the Chenango County Correctional Facility following an investigation in to stolen property. It is alleged that Biviano was in a residence in North Norwich where he unlawfully took property not belonging to him. The property was later located in the residence were Biviano was staying. Biviano is to appear in the Town of North Norwich Court at a later date.

State Police arrested 21-year-old Joshua Bertram of Chenango Forks, for Aggravated Driving While Intoxicated with a B.A.C. result of .19% and other traffic violations. Troopers responded to a report of a 1 vehicle accident with no injuries on County Road 32 in the Town of Greene, troopers observed Bertram passed out in the driver seat while his vehicle was in a ditch, he was issued tickets returnable to the Town of Greene Court on September 21st.

State Police arrested 27-year-old Kenneth DeGroat Jr., of Windsor, for DWI, Aggravated Unlicensed Operation of a Motor Vehicle, Resting Arrest, Obstructing Governmental Administration and other traffic violations. This arrest occurred after troopers responded to a motorcycle accident on Foley Road in Windsor, where the driver had been given a ride to a nearby gas station and left his motorcycle at the scene. DeGroat had been driving with a suspended license, and did not have a court ordered ignition interlock device, he also refused to submit to a breath test. DeGroat was arraigned in the Town of Windsor Court and was remanded to the Broome County Jail without bail set.

Governor Cuomo today announced that over $69 million in grants, interest-free, and low-cost loans has been approved by the State Environmental Facilities Corporation to support drinking and wastewater infrastructure projects. The Town of Colchester will receive $318,000 for the construction of a new water treatment building with a cartridge filtration system so that their source may be used as for drinking water. Other improvements include a new finished water tank level monitoring system, a back-up electrical generator, new chemical feed systems, and a new raw water tank.

The Otsego County Sheriff’s Department arrested 2 County residents on Drug charges. The application for the Excelsior Scholarship opened on Wednesday, where SUNY students whose families make up to $125,000, can apply for tuition-free college. Students must be New York State residents, plan to attend a SUNY or CUNY 2 or 4-year college, take 30 credits per year, and graduate on time with an Associate’s Degree in 2 years or a Bachelor’s Degree in 4 years. Recipients must also plan to live in New York State equal to the length of time they received the award. Applications are available at hesc.ny.gov/excelsior; they will be accepted through Friday, July 21st. Over 3,300 students applied on the 1st day Wednesday.

Governor Cuomo today commended the State Senate & Assembly for passing the bill calling for the minimum age of marriage to be raised from 14 to 17. Previously, a child could get married at 14 in the state if approved by the parents & a judge, that has now been raised to 17. Governor Cuomo will sign the bill as soon as it reaches his desk.

New York lawmakers held a hearing Wednesday on the effectiveness of state services for victims of human trafficking. State Police were alerted to an alleged threat on Facebook that 2 students at Harpursville High School were going to “shoot up the school”. The alleged perpetrators were 2 subjects that came into the State Police barracks in Kirkwood to report what was posted. State Police and Harpursville School District administrators determined that there was no credible threat and that the posting was done by a third party. State Police arrested a 15-year-old student and they were charged with making a terroristic threat. The student was released to the custody of their parent and will appear in Family Court at a later date.

Yesterday, an accident at the Walton Waste Water Treatment Plant required the dispatch of the Walton Fire Department, as well as the Delaware County HazMat Team, Delaware County Department of Emergency Services, Chenango County HazMat Team and Walton Police Department. A delivery vehicle emptied its contents into the wrong tank causing a chemical reaction and the production of potentially harmful gases. The Waste Water Treatment Plant employees were evacuated and the nearby Industrial Park businesses were evacuated as a precaution. No injuries were reported.

The Baciuska vehicle left the roadway and overturned, Mr. Baciuska was ejected & was declared dead at the scene, Mrs. Baciuska was transported to Wilson Hospital for non-life threatening injuries. Murrer suffered minor injuries and refused treatment at the scene, he was charged with Vehicular Manslaughter and DWI & was arraigned in Town of Colesville Court & he was remanded to the Broome County Correctional Facility on $2,500 cash or $5,000 bond. Anyone who may have information regarding this accident or witnessed this incident is requested to contact State Police at 775-1241. The investigation is continuing.

State Police in Binghamton are looking for information that may lead to the whereabouts of a Binghamton man who fled from troopers in a reported stolen vehicle. On Tuesday, December 27th, state troopers pulled over 28 year old Ryan Markoff of Binghamton, in the town of Kirkwood, after he was observed driving a vehicle that was reported stolen. Markoff drove off as troopers were interviewing him and headed north into the city of Binghamton. State Police pursued Markoff through the city, and terminated the pursuit shortly after he entered Pennsylvania. Markoff was last seen driving a blue 2011 Kia Sorento, New York registration FPX 4416. He may have possibly traveled to Montrose, Pennsylvania and is known to frequent the Windsor and Hancock areas. Governor Cuomo announced that new health insurance reforms aimed at combatting New York State’s heroin and opioid crisis will go into effect January 1st. These reforms were part of the legislative package that the Governor signed this year, health insurance plans will be required to cover treatment services provided to New Yorkers suffering from opioid addiction, increase access to treatment, expand community prevention strategies, and limit the over-prescription of opioids in New York.

Broome County District Attorney Steve Cornwell announced on Thursday that there have been 76 confirmed overdose deaths in Broome County this year. Of the 76 deaths, The average age was 37, 63% were male; 37% were female, 90% of the deaths were attributed to heroin or opioids; 10% to other drugs.

Governor Cuomo today announced the launch of a new public awareness campaign reminding New Yorkers that the first increase to the minimum wage will go into effect on December 31st. Governor Cuomo signed legislation this year making New York the first state in the nation to enact a $15 minimum wage to be phased in over several years. 32-year-old Jacob Fowlston of Norwich was arrested by Norwich Police Wednesday afternoon and charged with a hate crime, following an alleged assault on December 24th on Fair Street in Norwich. State Health Commissioner Dr. Howard Zucker today declared influenza prevalent in New York State. With this declaration, health care workers who are not vaccinated against influenza must now wear surgical or procedure masks in areas where patients are typically present. Flu activity in the State is now considered to be widespread, with laboratory-confirmed cases in 39 counties and all boroughs of New York City. So far, 658 flu-related hospitalizations have been reported, and there have been no reports of pediatric deaths from flu.

State Police conducted a search of a residence following a traffic stop, leading to the discovery of a “1 Pot” meth-lab and the arrest of the homeowner.   State Police stopped 50 year old ERIK MULLER of Whitney Point, following an investigation by CNET, MULLER had a suspended License, his vehicle was towed back to his residence at his request, where police noticed items in plain view used to manufacture meth.  MULLER was charged with Unlawful Manufacture of Methamphetamine, Criminal Possession of a Controlled Substance, and 2 counts of Criminally Using Drug Paraphernalia, he was arraigned and remanded to the Broome County Jail without bail. The investigation is continuing.

The city of Oneonta will begin a drainage improvement project on Morgan Avenue and Butler Street today.  City officials said that the work includes the installation of a new underground storm drainage system, followed by the milling & paving & the installation of new curbs on Morgan, from Chestnut to Butler Street, and on Butler from Morgan to West End Avenue.  The work is expected to be completed by mid-June.

The Broome County Sheriff’s Department announced that the Susquehanna County Sheriff’s Office has 39-year-old Aaron Powell in custody. Powell is the ‘person of interest’ in the double homicide in Powell’s house in the Town of Binghamton.  An autopsy ruled that the deaths of 35 year old Christina Powell, and 24 year old Mario Masciarelli were homicides, their bodies were found Friday at 4185 Lisi Lane Binghamton.  Powell was taken into custody at a store in the Montrose Pennsylvania.

State Senator Jim Seward announced senate passage of legislation he co-sponsored that would increase the penalty for killing or injuring a police animal.

The senate bill followed the shooting of FBI K-9 “Ape” in Herkimer at the conclusion of a standoff with 64 year old Kurt Meyers of Mohawk, who shot six people, four fatally earlier this month.  The bill has been sent to the assembly.

The Joint Landowners Coalition announced that they are seeking contributions to fund the “Takings” lawsuit against New York State.  Chemung Canal Trust Company in Binghamton will administer the fundraising account. Donations for the lawsuit can be made payable to “Landowner Defense Fund” and mailed to JLCNY, PO Box 2839, Binghamton, 13902, Donations can also be made by credit card at the Coalition website and clicking on the Landowner Defense Fund PayPal Link at jlcny.org.

State Troopers arrested 63-year-old John Peck of Colesville for Driving While Intoxicated. The arrest followed an investigation into a personal injury auto accident on Welton Street in Colesville; Peck was issued an Appearance Ticket returnable to the Town of Colesville Court on April 17th.

Governor Andrew Cuomo detailed an agreement to guarantee every school district has a permanent teacher and principal evaluation system in place by June 1st.   Last year, Governor Cuomo established a new statewide evaluation system based on multiple measures of performance including student achievement and rigorous classroom observations. The new law will ensure 100% compliance.

The state Department of Transportation plans a paving project on Oneonta’s Southside and on a portion of Main Street this year, DOT Region 9 Spokesman Dave Hamburg explains:

Hamburg said that the work is scheduled for nighttime hours to ease congestion; Construction is expected to start in early June & be completed in about 45 days.

The New York Lottery presented a $3,000,000 scratch-off prize to Chadd Bill of Liverpool, who won a top prize on the 50X the Money scratch-off game.  Bill, bought his tickets a Sunoco station in Liverpool, he claimed his winning ticket at the Lottery’s Customer Service Center in Syracuse on February 28th.

Sidney Village police arrested 42-year-old Laurie Youngs of Norwich, on charges of petty larceny & endangering the welfare of a child.  Youngs is accused of stealing $180.00 in merchandise for the Sidney K-Mart, she faces court action at a later date.
