The Broome County District Attorney’s office announced that Rajee Al-Mashni was sentenced for his guilty pleas for manslaughter, driving while ability impaired by combined influence of drugs and alcohol, and attempted assault. Al-Mashni struck and killed a 72 year-old Elizabeth Atkinson while high on drugs and alcohol on March 5th 2023 at the Oakdale Commons, police arrived for the report of Al-Mashni stealing items from parked cars, he took off at a high speed, and then hit Atkinson. Al-Mashni could serve 20 years in prison, 15 for manslaughter, and 5 combined for the other offenses with the sentences running consecutively.

33 year old Corey Koch of Deposit was sentenced to 5 years of felony probation supervision for his conviction of Attempted Burglary. Koch appeared in Delaware County Court, he illegally entered the First Baptist Church in Deposit, where he stole property and damaged a filing cabinet. Judge Hubbard additionally sentenced Koch to pay restitution to the Baptist Church, he was ordered to provide a sample of his DNA for inclusion in the State’s DNA data-bank, if he violates the terms and conditions of his probation, he faces the potential of being re-sentenced to 1 and 1/3 to 4 years in state prison. Koch still faces un-related charges in Broome County which are still pending.

43 year old Misty Cintron of Sidney was sentenced to state prison, for pleading guilty for selling illegal drugs in the Village of Sidney. Judge Hubbard sentenced Cintron to serve 3 1/2 years in prison and 1 year of post release supervision for each of her convictions, which will run concurrently, she was also ordered to forfeit $1,116.00 dollars that was seized at the time of arrest, she was remanded to the Delaware County Correctional Facility to begin serving her sentence.

Chenango County Sheriff’s Office arrested 33 year old Eric Doherty of Unadilla on 2 counts of Criminal Possession of a Controlled Substance, after Doherty was stopped in Bainbridge, deputies found Fentanyl and Methamphetamine. Doherty was processed and was released on an appearance ticket. Doherty is to appear in the Town of Bainbridge Court at a later date.

Attorney General Letitia James & a coalition of 21 attorneys general, support a proposed Bureau of Alcohol, Tobacco, Firearms, and Explosives rule that would ensure more gun sales are subject to background checks. Following the passage of the Bipartisan Safer Communities Act, the ATF proposed a new regulation to clarify what it means for a person to be “engaged in the business” of dealing in firearms, and therefore required to obtain a license and run background checks when selling guns, that rule would close loopholes that allowed for the unlicensed sale of firearms, including online and at gun shows.

State Comptroller’s office has completed audits of municipalities around the state, an audit of the Town of Colesville found that Officials did not always use a competitive process when purchasing goods or services and some officials were unfamiliar with the town’s procurement policy requirements. In the village of Greene, officials developed a comprehensive investment program but did not effectively manage the program, they did not prepare monthly cash flow forecasts to estimate funds available for investment or monitor investments and did not formally solicit interest rate quotes or consider other legally permissible investment options.

State Police is looking for the public’s assistance in identifying the 2 men who entered the Dollar General in Marathon on October 30th & purchased a gift card worth $500, allegedly using five fraudulent $100 bills. The men left in a dark colored sedan with what appeared to be a white license plate. State Police at Norwich are seeking the public’s assistance in identifying the person pictured in a surveillance video. On October 31, shortly after 11:00 A.M., Troopers were dispatched by Chenango County 911 to a report of a person a number of stealing items from the Norwich Walmart & then hiding behind a dumpster to elude employees. The suspect was wearing camouflage, black shoes, a black backpack and a black baseball cap. The suspect appears to have bright red hair and with facial hair. State Comptroller Tom DiNapoli issued a statement today regarding the state budget negotiations on the budget plan that is due with the next few days. DiNapoli said the the Governor and Legislature are discussing many issues as they work to finalize the state budget, which needs to be passed at the end of business on Monday, April 3, in order to meet payroll requirements, if a final agreement is not reached, lawmakers can pass a budget extender, which is a temporary solution to ensure that state workers get paid on April 6. DiNapoli said that State law also requires his office to withhold salary payments to legislators after March 31 if a budget is not in place.

Delaware County Public Health announced that a raccoon tested positive for rabies in the town of Delhi. This is the first animal in Delaware County to test positive for rabies in 2023, 1 dog was bitten by a the rabid raccoon, there were no human exposures. According to the owner of the exposed dog, the raccoon was not acting sick or appeared to be rabid. Vaccination records of the dog indicated the animal was not up to date on its rabies vaccinations & will have a 6-month quarantine following State Department of Health guidelines. Public Health recommends that pet owners take advantage of any of the free remaining rabies clinics in Delaware County, in Sidney on May 8th from 5:30PM to 7:30PM at the Sidney Fire Hall: 74 River Street, or in Hancock on May 22nd from 5:30 to 7:30PM at the Hancock Town Hall, at 661 West Main Street.

The State Police announced that they are aware of swatting incidents that have occurred across the state. “Swatting is when a caller states that there is an active shooter in a school, so far all of the reports were unfounded. Local law enforcement agencies are working with State Police and Federal officials to investigate the threats.

The United States Attorney’s Office announced that Adam Baldwin of Binghamton was sentenced to 30 months in jail for receiving shipments of methamphetamine, which he provided to a 3rd party in exchange for payment. The drugs were sent to an Alexandria Bay UPS store. Law enforcement intercepted 2 of the packages in October 2021, they contained 1,070 grams of pure methamphetamine. Baldwin was also sentenced to a 3 year term of post-release supervision.

Norwich Police & State Police responded Saturday evening to the report of a victim of an assault arriving at a downtown business asking for help. Police arrested 32 year old Jeffrey Sabines of Oxford, for 1st degree assault & criminal possession of a weapon, 44 year old Jason Lowe of Norwich, for 3 counts of criminal possession of a controlled substance, and 4th degree conspiracy, 45 year old Daniel McCoy of Norwich, for conspiracy, and 37 year old Meredith Conkey of Norwich for obstruction of governmental administration & criminal possession of a controlled substance. Sabines was sent to the Chenango County Correctional facility without bail for violating his parole and for being a repeat offender, Lowe, McCoy, and Conkey were ticketed and released & will appear in Norwich City Court at a later date.

Delaware County Sheriff’s Deputies arrested 32 year old Kody MacDonald with Criminal Contempt, for allegedly violating an order of protection from Delaware County Family Court. MacDonald is accused of contacting protected parties in the town of Colchester last week, he was released on an appearance ticket and is scheduled to appear in the Town of Colchester Court at a later date.

Otsego County Sheriff’s deputies responded to the Dollar General on State Highway 28 in Hartwick for the report of a vehicle running into a utility pole, where the driver fled the scene on foot. Deputies and Cooperstown Police located the driver , 40 year old Kevin Clapper of Fly Creek a short distance from the scene. Clapper was arrested and charged with Aggravated DWI; Leaving the scene of a property damage accident & Consuming alcohol in a motor vehicle among several other charges, He was issued appearance tickets to the Town of Hartwick Court at a later date.

State Police are looking for 2 people who scammed a clerk at the Owego Speedway October 5th, by engaging in a series of purchases including lottery tickets and Visa cards, stealing over $3,693 from the store. The incident occurred on October 5, and it is believed the pair conducted a similar scam in Johnson City earlier that evening. They may be operating a white Ford sedan. 44 of New York State’s 62 counties are already reporting cases of the flu, according to the state Health department. Health officials encourage New Yorkers to get the flu vaccine, with the flu starting a little earlier than normal, and especially as high rates of COVID 19 are still being reported statewide. New York Attorney General Letitia James took action today to maintain the Concealed Carry Improvement Act, after a federal judge granted a temporary restraining order last week. James said that the Act was passed by the State Legislature and was enacted this summer, with requirements for concealed carry permits, prohibits guns in sensitive places, requires individuals with concealed carry permits to request a property owner’s consent to carry on their premises, enhances safe storage requirements, requires social media review ahead of certain gun purchases, and requires background checks on all ammunition purchases.

The Otsego County Sheriff’s Office arrested 42 year old Kory Minshall of Burlington Flats in Morris October 1st. Minshall was pulled over and was charged with Criminal Possession of a Controlled Substance for Methamphetamines, Criminally Using Drug Paraphernalia, Aggravated Unlicensed Operation, Operating a Motor Vehicle without Insurance, along with several other similar charges, he was also wanted on an active warrant out of Otsego County Family Court and had a suspended driver’s license. Minshall is being held in the Otsego County Jail on the Family Court warrant. He will appear in the Town of Morris Court on a later date.

The Otsego County Sheriff’s Office arrested 21 year old Dylan Rulison of Johnstown, following an investigation of a motor vehicle accident with a stolen vehicle in Montgomery County. Rulison was arrested by the Montgomery County Sheriff’s Office on several charges, the vehicle had been stolen from the Town of Worcester, he was charged in Otsego County with Grand Larceny and Unauthorized use of a Motor Vehicle, he was released & will appear in the Town of Worcester Court on October 11th.

2 teenager were shot outside of the home of Congressman and Republican candidate for governor Lee Zeldin, in Shirley in Suffolk County Sunday afternoon. The 2 teenage boys were taken to area hospitals, they had been walking with a third teenager when they were hit by gunfire from a moving car. The wounded teens hid under his porch and into the bushes, while the 3rd person fled the scene. Zeldin & his wife were in the Bronx campaigning at the time of the shooting, their teenage daughters locked themselves inside & called police

The Otsego County District Attorney’s office is investigating the death of an infant in Laurens last Tuesday. An autopsy will be conducted, the investigation is continuing.

The State DEC issued an update on drought conditions across the state. The State’s Drought Management Task Force updated the drought status to “Normal” from “Drought Watch” for multiple regions including most of upstate New York because of recent rainfall and higher levels of ground and surface water. The following counties will return to Normal designations: Broome, Chenango, Delaware & Otsego Counties locally.

The Deposit Fire Department and Eastern Broome Emergency Services responded to a house fire in the Town of Sanford, Oquaga Lake Road was closed between Old Route 17 and Hanson Road. No injuries were reported, the structure sustained significant fire damage. Mutual aid was provided by fire fighters from Windsor, West Windsor, Harpursville, Ouaquaga and Afton.

Agriculture in New York state paid close to $1 billion in wages and produced roughly $3.3 billion in gross domestic product in 2021, according to a report by New York State Comptroller Thomas P. DiNapoli. The sector has proved to be among the most resilient during the COVID-19 pandemic, losing just 1% of jobs in 2020 compared to the statewide annual employment loss of 8.7%. Both employment and wages in the farming sector grew in 2021 to reach new highs of 23,868 employees and $970.2 million in wages.

Broome County District Attorney Mike Korchak announced that 32 year old Amanda Hoyt of Binghamton, pleaded guilty to the felony offense of Attempted Burglary in the Second Degree. In January, Hoyt illegally entered a St. Charles Street apartment in the Village of Johnson City and struck the resident in the arm with a hammer causing injury. Hoyt is a Second Violent Felony Offender and will be sentenced to 5 years in state prison on November 15th.

Delaware County Sheriff’s Deputies responded to a Fight-in-Progress Complaint in the Hamlet of Arkville on July 16th. Rolland Billadeau of Shandaken allegedly pushed and struck the victim, Billadeau was located on August 21st and was served with a criminal summons on the charge of Harassment in the Second Degree. Billadeau is scheduled to appear before the Town of Middletown Court at a later date to answer for the charge. Sheriff’s Deputies were assisted by members of the New York State Police.

The Election results have been tabulated; in the 19th Congressional District, special election, Pat Ryan appears to have defeated Republican Marcus Molinaro to fill the Congressional seat through the end of this year. 51st State Senate District, incumbent Republican Peter Oberacker won & will be on the ballot in November. In the 52nd State Senate District, Lea Webb won the Democratic party nomination, and will face Republican Rich David in November. The State Department of Health will be operating a COVID-19 vaccination clinic on the grounds of the Great New York State Fair in Syracuse during its entire 13-day run, beginning August 24. The clinic will be open from 10:00 A.M. to 6:00 P.M. every day of the fair, inside the Exposition Center. Access to the clinic is included with Fair admission. The State Department of Health updated New Yorkers on its strategic response to the current monkeypox outbreak. In accordance with the CDC guidance, The Department released vaccine eligibility for the initial doses of the vaccine from the federal government, prioritizing communities with the highest level of need & they will continue to communicate with providers and local county health departments, expand access to resources, and encourages increased testing and treatment of suspected monkeypox cases. Broome County District Attorney Mike Korchak announced that 28 year old Joseph Santi of Binghamton was sentenced to 3 years in prison, after he pleaded guilty to criminal possession of a controlled substance. The Broome County Special Investigations Unit Task Force executed a search warrant in June of 2021 and found Santi to be in possession of pills, methamphetamines, and fentanyl with intent to sell. Santi will also serve 2-years post-release supervision.

41 year old Bradley Cook of Oneonta was sentenced to 20 years in state prison and 15 years of post-release supervision, Cook was convicted on 2 counts of a first-degree criminal sexual act.

The application period is now open for New York State’s entry-level law enforcement civil service exam, will be held in the fall. Qualified candidates can apply online until August 3rd. The exam is used to fill jobs for the DEC for Environmental Conservation Police Officer Trainee & Forest Rangers, in the Parks Department for Park Police Officer Trainees & in SUNY for University Police Officers. Approximately 400 entry-level law enforcement positions statewide will be filled over the next year.

The State Health Department reported that statewide COVID hospitalizations have dropped to 2934 on Wednesday, the lowest since November 23rd, there were 691 ICU patients, with 425 on Ventilators, 38 died from COVID, the positivity rate of those tested for the virus Wednesday was 1.8%.   45.6% of New Yorkers have completed at least one COVID vaccine dose, 1 in 3 are fully vaccinated.

Binghamton Fire Investigators believe that an electric baseboard heater near a couch is to blame for Tuesday’s fire at 74 Front Street.  Members of the SUNY Men’s Lacrosse team had been living in the house, the building was demolished after the fire & subsequent investigation, and no injuries were reported.

Governor Cuomo announced today that the residential tenant eviction protection has been extended to January 1st.  The state’s Safe Harbor Act protects tenants from COVID-related residential evictions and foreclosures. Last week, the governor also announced an emergency moratorium on evictions and foreclosures for commercial tenants is being extended through October 20th.

Chenango County Public Health announced their latest COVID 19 numbers Monday.  They have had 249 cases since March; currently there are 2 Active Cases, 1 hospitalization, 73 Active Quarantines 227 Recoveries, 7 deaths and over 28,600 Tests Performed.

The Broome County Health Department’s contact tracing team has interviewed a confirmed positive COVID19 case who reported having participated in the New York Off-Road Association Boondocks event in Pitcher. The confirmed positive individual was there September 19th & 20th.  The Broome County Health Department also reported that a positive COVID case was from a person who was at the Old Union Hotel at 246 Clinton Street in Binghamton on Monday, September 21 between 4:00 and 8:30 PM.  The Health Department asks anyone who was at either location during those periods to quarantine until October 6th, anyone exhibiting symptoms should immediately begin self-quarantine and contact a medical provider.

Hartwick College today reported no new cases of COVID-19 have been detected among students or staff.  The current number of active cases is down to 2, their total number of cases detected on campus since August 1, 2020 is 18.

Delaware County Sheriff’s Department & State Police investigated a 2-car fatal accident Friday morning in Delhi.  Killed were 74 year old Sandra Elmore and her passenger, 80 year old Eugene Mills, both of Downsville.  Elmore was driving north on state Route 10 when her car crossed over into the southbound lane and collided with a car driven by 32 year old Michael Beilby of East Meredith.  The cause of the crash remains under investigation by members of the Delaware County Sheriff’s Office Criminal Investigation Division and State Police Collision Reconstruction Unit.

Governor Cuomo reported 866 COVID 19 cases on Saturday out of more than 84,000 tests conducted, bringing the Statewide Total to 455,626.  Patient Hospitalizations were back up to 541, there were 155 patients in ICU beds, & 59 on ventilators, there were 6 Deaths Saturday, the state death toll is 25,456

Village of Delhi Police Department arrested 58-year-old Gary Stevens of Delhi for Predatory Sexual Assault of a Child and 1st degree Rape; he is accused of engaging in sexual acts with a child less than 11 years of age. Stevens was remanded without bail to the Delaware County Jail after his arraignment.   This investigation is ongoing and additional charges may be filed in this case.

Delaware County Sheriff Office arrested 21 year old Sean Gillespie of Bovina following an investigation into the forgery of personal checks that were stolen from a Town of Bovina home.  Deputies charged Gillespie with 3rd degree grand larceny and 18 counts each of criminal possession of stolen property, criminal possession of a forged instrument & offering a false instrument for filing, for allegedly stealing nearly $4000 by using 18 stolen and forged checks, he was arraigned virtually & was released on his own recognizance pending his appearance in the Town of Delhi court on a later date.
