The Work has been completed in downtown Norwich on Water Main Replacements & subsequent repaving of the effected roads, City of Norwich Community Development Director Erik Scrivener told WCDO News about the the last piece of the project & getting the rest of the federal funding:

The United States Marine Corps Reserve today announced the schedule for the 2023 U.S. Marine Corps Reserve Toys for Tots Train. The holiday train will take to the rails Saturday, Locally, the train will stop in Oneonta at the Gas Avenue Rail Crossing, from 12:05 pm. to 12:40 pm. The train will be in Bainbridge at the Walnut Street Rail Crossing, from 1:30 pm. to 2:00 pm. The train’s schedule ends at the East Binghamton Yard Entrance, 3:20 pm. to 4:00 pm.

Hill City Celebrations to Host Oneonta Festival of Lights in Neahwa Park and First Night Celebration at the Foothills Performing Arts Center. The Festival of Lights Begins on December 16 through January 1st. A.M. NEWS TUESDAY 11-28-23

State Police Bureau of Criminal Investigation at Binghamton arrested 48 year old Stacie Congdon of Windsor for 3rd degree Grand Larceny. An investigation revealed that while volunteering for the Windsor Town Fair, Congdon made several unauthorized debit card purchases and cash withdrawals totaling over $10,000 between May and September 2023. Congdon was arrested and then turned over to the Broome County Correctional Facility for Arraignment. On September 29, Congdon was arrested for 2nd degree Grand Larceny, for allegedly stealing over $50,000 from the nonprofit, Punch Out Parkinson’s Inc.

State Police are asking the public’s help in locating 29-year-old Anthony Masi after an assault in Oneonta. State Police were called to the Budget Inn on State Route 23 Thursday evening for a report of a woman bleeding, Troopers found a victim bleeding heavily from a large cut on her nose, from a machete-type knife during an argument. The victim was taken to Bassett Hospital, and transferred to Upstate Medical Center in Syracuse to undergo surgery, Anyone with information about Masi or his location is asked to contact State Police at 607-561-7400.

The Village of Sidney Police Department with the Chenango County Sheriff’s Office, executed an arrest warrant Monday stemming from a domestic violence investigation from November. 40 year old Donald Craw was charged with Criminal contempt, 3rd degree Assault & Criminal obstruction of breathing or blood circulation, Craw was arraigned in Village of Sidney Court & was remanded to the Delaware County Jail without bail.

Sidney Police responded Sunday to a 1 car property damage accident on Steiner Road, where a vehicle had struck a fence, causing considerable damage. 36 year old Jayson Fulton of Sidney was charged with DWI & Aggravated DWI, for allegedly operating the vehicle while impaired, he was released on appearance tickets for Sidney Court at a later date.

The Chenango County Bureau of Fire and Emergency Services will distribute of KN-95 masks from the state throughout the County. Masks will be distributed to high volume locations like the Norwich YMCA, county offices, non-profit organizations, schools, and other municipalities. The State has been delivering masks for people to have free of charge in order to try to slow down the spread of the Omicron variant of COVID 19.

Oneonta Police Department is continuing the investigation into the bank robbery that occurred at the NBT Bank on Wall Street in Oneonta, Wednesday. Police believe that the suspect was aided by another person that drove him to the scene in a small four door sedan, possibly red in color with New York State blue and gold plates, which was parked in the municipal parking lot at Wall and Dietz Streets. Anyone with surveillance cameras downtown that may have captured video of traffic on Main Street from 10:40 am to 11:10 am is asked to contact the Oneonta Police Detective Division, at (607) 432-1111.

Several New Laws go into effect in 2022 in New York state. Officials in towns, villages, and cities across the state have until the end of the day today to opt-out of allowing marijuana sales within their jurisdictions. There will be an increase in the minimum wage, with different wages around the state, the new Paid Family Leave Act clarifies the number of leave days eligible employees can take and a Solitary Confinement Act restricts the use of solitary confinement in state prisons to no more than 15 consecutive days. Also, New York’s ban on single-use Styrofoam food and beverage containers, as well as ‘packing peanuts,’ takes effect tomorrow.

17 year old Anais Soto of Oneonta was sentenced to 8 years in prison in Otsego County Court Today.  Soto pleaded guilty to first-degree burglary in connection with the Robbery & Murder of Kenneth Robinson in Worcester in October 2019, Dylan Robinson was found guilty for burglary 7 murder last month for his role in the killing of his father & faces sentencing shortly, Alexander Borgreen took a plea deal for Burglary was sentenced to 12 years in prison, Nicolas Meridy took a plea deals for murder & was sentenced to 23 years to life in prison.

Syracuse University Sports fans will be returning to the Carrier Dome at full capacity for the 2021-22 athletic season.   Officials said that there will be no capacity restrictions or social distancing rules, but fans must provide proof of vaccination or a negative COVID-19 test.  Depending on changes to CDC and state guidance, some rules may change closer to the start of the athletic season.

Governor Cuomo said today that there was another slight uptick in positivity rates for those tested for COVID Thursday.  There were almost 77,000 tested, with 506 positives, for a .66% rate.  Patient Hospitalizations, the number in ICU beds & on ventilators continues to trend downward, there were 4 deaths Thursday attributed to the virus, State Health Department officials said that they are watching the numbers carefully because about 20% of the new positive in New York City were of the Delta variant, which had a horrific effect on the country of India recently.

State Police and local law enforcement agencies across the state will increase patrols and crack down on drunk and drugged driving and other traffic infractions this 4th of July weekend. State Troopers will conduct sobriety checkpoints and target reckless and aggressive driving statewide to keep New York highways safe during one of the busiest summer holidays for travel.  The campaign will begins today, through Monday, July 5.  Last year, the State Police issued nearly 9,214 vehicle and traffic tickets during the 4th of July weekend. Troopers arrested 180 people for DWI and investigated 456 crashes and one fatality.

State Police conducted an Underage Drinking Enforcement detail in Delaware County on December 19, 9 establishments were checked in Davenport, Stamford, Hobart and Delhi.  1 unlawful sale was made to an underage operative at “It’s Five O’clock Somewhere” in Stamford.  73 year old Colin Heath of Stamford was issued an appearance ticket for Unlawful Sale of Alcohol to a Minor; he will appear in the town of Stamford court on January 14th.

Governor Cuomo announced a proposal that will require telecommunications companies to deploy technology that allows customers to block suspected robocalls.  Telecom companies will be required to update their blocking technology to protect their consumers; they must also adopt available technology that warns consumers about potential robocalls and scams, including those not originating from New York numbers. The proposal would also ramp up financial penalties against companies who do not comply with New York’s “Do Not Call Law.”

Several Fire Companies responded to a blaze at 78 Broad Street in Morris Saturday.  The cause of the fire appears to be electrical in nature, fire fighters from Morris as well as Gilbertsville, West Laurens, West Oneonta, Laurens, Mount vision, Garrettsville and Pittsfield responded.  No injuries were reported & the Red Cross is assisting the displaced residents.

First Night Oneonta’s alcohol free, family friendly New Year’s Eve Celebration will be held tonight at the Foothills Performing Arts Center, on Market Street in Oneonta.  At 5 pm the celebration begins with a parade down Main Street. Delaware County Sheriff Deputies arrested 29 year old Vincent Reggero of Arkville, for False Personation, after he identified himself to Deputies during a traffic stop on State Highway 206 in the Town of Walton on June 25th using a false name and date of birth. Reggero had an active warrant for his arrest from San Antonio, Texas for Assault/Bodily Injury of a Security Officer; he was then arrested as a Fugitive from Justice and arraigned in the Village of Walton Court where he was remanded to the Delaware County Correctional Facility without bail. Reggero will answer to charges in the Town of Walton while he awaits extradition to the State of Texas.

State Police Superintendent George Beach announced the death of Trooper Nicholas Clark. Early Monday morning, Trooper Clark, the Stueben County Sheriff’s Office and the Corning Police Department responded to a call of a suicidal subject barricaded at a residence in the town of Erwin, Stueben County. During the incident response, Trooper Clark was shot and killed. 43-year old Steven Kiley was found in the residence dead of an apparent gunshot wound. Trooper Clark was 29 years old, he graduated from the 203rd session of the Basic School in 2015. The incident remains under investigation.

Delaware County Sheriff’s Deputies arrested 40 year old Anthony Stephens of Walton, on charges of DWI, Aggravated Unlicensed Operation, Uninspected Motor Vehicle, Unsafe Tire, Speed Not Reasonable and Prudent, and Moved from Lane Unsafely, following a motorcycle accident in the Town of Hamden. Stephens is scheduled to appear in the Town of Hamden Court at a later date to answer the charges.

Police arrested; 31 year old Joseph Spencer; 23 year old Chelsie Boyce; 30 year old Joseph Wolcott; and 29 year old Brian Stevens all of Binghamton, for 1 count each of Reckless Endangerment, and Criminal Mischief, Walcott was additionally charged with Criminal Contempt. All 4 were arraigned and remanded to Broome County Correctional Facility. The investigation is continuing and additional charges are pending.

The State DOT announced that the State Route 7 southbound on-ramp to I-81 northbound would be detoured on Wednesday. The DOT will detour State Route 7 southbound on-ramp traffic to Interstate 81 northbound within the same interchange. Motorists will follow the signs to Route 7 northbound to the I-81 northbound on-ramp. This ramp was scheduled for detour during the first stage of Phase 2 of the Prospect Mountain Project in the spring of 2016. Motorists are advised to be alert for slow moving traffic and sudden stops.

Binghamton Police responded to the emergency room at Wilson Hospital Thursday night, after 26-year-old Franklin Reyes of Binghamton was treated for a non life-threatening stab wound to his chest. Police arrested Reyes’s wife, 22-year-old Quanisha Porter-Reyes, she was charged with first-degree assault. The investigation is ongoing and anyone with information is asked to contact Binghamton detectives at 772-7080.

Oneonta Mayor Gary Herzig announced that a special meeting of the Oneonta Common Council would be held Tuesday at 3:30 PM at the common Council Chambers at City Hall. The purpose of the meeting is to discuss the ambulance contract with the town of Oneonta. A previously announced Common Council Meeting for Wednesday has been canceled.

State Police at Oneonta arrested 34-year-old Edwin Palacios of Fredericksburg, Virginia for Aggravated Driving While Intoxicated with a BAC result of .21%. The arrest resulted from a traffic stop on Interstate 88 in the Town of Oneonta; Palacios was arraigned in the Town of Oneonta Court and remanded to the Otsego County Jail on $1500 cash bail.

Investigators today arrested 18-year-old Scott Feiner of Roslyn, for 1 count of Sexual Misconduct, resulting from an alleged incident in the Town of Hancock earlier this year. Feiner is alleged to have had sexual contact with a14 year old camper, while he was working as a camp counselor at the Frenchwoods Performing Arts Camp in Hancock. Feiner was issued an appearance ticket to the Town of Hancock Court at a later date.

Other projects include a State Route 205 Corridor Study, an Oneonta Airport Logistics Development Project, The villages of Cooperstown and Milford will identify the feasibility of a rail service connection & the ARC Otsego Community Residential Facilities will use Funds to make improvements to 10 group homes.

Governor Cuomo announced the final report and recommendations of the Common Core Task Force. The Task Force recommends overhauling the current Common Core system and adopting new, locally driven New York State standards in a transparent and open process. The Task Force also recommends that current Common Core aligned tests should not count for students or teachers until the start of 2019-2020 school year to ensure the system is implemented completely and properly to avoid the errors caused by the prior flawed implementation.

A state judge has banned DraftKings and FanDuel from doing business in New York State today. The order was issued today by state Supreme Court Justice Manuel Mendez, after Attorney General Eric Schneiderman said that the 2 companies are violating state gambling laws dating back to the 1890’s. The companies unsuccessfully argued that their games are based on skill, Judge Mendez did not agree.

Cuomo also announced that he has ordered state health officials to review whether a new, broader medical marijuana program due to begin in January has enough production and dispensing sites to adequately serve the state. 20 sites are scheduled to open early next year. The governor said that the drug would be dispensed to eligible patients as soon as practicable, he also said that the state will abide by standards from the U.S. Justice Department to ensure that New York’s program does not trigger enforcement actions by the federal government.

State Police received a report from a resident in Roxbury, that an X-Acto knife type razor blade was found inside a sealed bag of Sour Skittles which had been obtained while Trick or Treating. The candy was not opened until opened on November 9th; it has been traced back to the purchase point of the CVS Pharmacy in Margaretville. The investigation has not been able to identify the source of the razor blade and parents all over the region are recommended to thoroughly check all candy prior to consumption.

State Police have recently received several reports of telephone callers claiming to be from the IRS that aggressively demand the resident pay money to clear up an outstanding tax debt, or face criminal charges. New York outlawed daily fantasy sports websites and FanDuel CEO Nigel Eccles said that they’re hoping to work around the decision by New York’s Attorney General Eric Schneiderman, that declared daily fantasy sports sites such as FanDuel and DraftKings are illegal gambling operations. Eccles said that their attorney claims that there is a 5-day period allotted in the cease-and-desist letter in which they’ll be working to figure out their options. About 10% of the 2 companies business has been from New York.

Scheiner was charged after Troopers responded to an Otsego County 911 report of a vehicle being driven the wrong way on Interstate 88 eastbound in the Town of Oneonta, just prior to their arrival Scheiner, struck the side of a bus at mile marker 59. No one was injured, the investigation determined that he was intoxicated and had a suspended driver license. Scheiner was arraigned at the Town of Oneonta Court and remanded to the Otsego County Jail in lieu of $1,000 cash bail or $2,000 property bond. His next court date is on July 16th.

The Broome County Sheriff’s department arrested 2 men in the Town of Lisle for manufacturing methamphetamines. Deputies arrested 28-year-old Anthony Scott of Lisle & 37 year old Marcus Vanvorce of Berkshire both are accused of possessing over the county decongestants & other materials used to manufacture math. Both are being held in Broome County Jail without bail.

The number of counties overriding New York’s property tax cap has declined by more than half over the past four fiscal years, dropping from 15 in 2012 to only 6 this year, according to a report issued today by State Comptroller Tom DiNapoli. The report also noted that the counties’ average tax levy increase has remained at or below 2 percent in each of the past four years. DiNapoli’s report revealed the property tax levy collected by the 57 counties outside of New York City increased 5.3%. 27 counties have exceeded the tax cap at least one time. Delaware County exceeded the cap in each of the 4 years and 5 counties exceeded the cap in 3 out of the 4 years.

State Senator Jim Seward today announced his opposition to plans to site a 2nd gas pipeline through portions of his district. Seward said that the proposal submitted by Tennessee Gas Pipeline should be rejected, as the area is already under FERC approval by the Constitution Pipeline, which is slated to will supply natural gas to Amphenol, the Village of Sidney, and other local interests. No such plan exists with the Tennessee Gas Pipeline proposal from Kinder Morgan. Seward also echoed a demand made by the Delaware County Board of Supervisors that, should the project be approved, a formal agreement be executed to ensure that all local costs attributable to pipeline construction, be paid for by Kinder Morgan.

State Police conducted an underage drinker initiative detail across Chenango County Last Thursday that resulted in two arrests for the underage sale of alcohol.   Employees at USA Gas Mini Mart on Route 12 in Greene and Kwik Fill on Route 12 in Norwich were arrested for the unlawful sale of alcohol to a person under the age of 21.  Charged were 48-year-old Rajesh Gupta in Greene and 22-year-old Corbyn Thompson, in Norwich.
