Delaware County Sheriff’s office arrested 44 year old Mishawn Kampsula of Deposit for Operating a Motor Vehicle while intoxicated. Deputies observed a vehicle Saturday backing unsafely from Depot Street onto State Highway 268, Deputies conducted a traffic stop, Deputies charged Kampsula with operating a motor vehicle while intoxicated, moving from lane unsafely, unsafe backing, backing on a highway, unlicensed operator and operating out of class, she was issued traffic summonses, and an appearance ticket and was directed to appear in the Town of Hancock Court at a later date.

Governor Kathy Hochul announced that airports across the State will receive approximately $49 million for strategic infrastructure enhancements that will enhance safety, facilitate innovation, leverage existing resources, advance business development, and promote sustainability and resiliency. Locally, the Eaton Airport, in Norwich will receive $600,000 toward the acquisition of a new snow removal equipment vehicle and attachments & the Tri-Cities Airport, Broome County will get $1.2 million toward the replacement of the existing refueling facility and the installation of new fuel tanks as well as a new self-service credit card reader and tank monitoring system.

Congressman Marc Molinaro announced that SUNY Binghamton’s New Energy New York Battery Tech Hub was designated as one of the 31 inaugural Tech Hubs. State Police were dispatched Friday Night to a fatal crash on State Route 13 in the town of Newfield. A preliminary investigation reveals that a 42 year old Patrick Robinson of Ithaca lost control of a motorcycle on wet roads, laying the bike down, A Passerby, 34 year old Mathew Poplawski of Schenectady stopped to assist Robinson when a vehicle stuck both men, both were pronounced deceased on scene. The operator of the vehicle was a 57-year-old man from Illinois is cooperating with State Police, Alcohol does not appear to be a factor. The investigation is on-going.

Sidney Fire Department was dispatched to a reported structure fire with possible entrapment at approximately 5:44 am Friday at 50 East Main Street, lot 19 in the village of Sidney. All residents were out, Sidney Fire units had the fire extinguished within 15 minutes, The fire was determined as accidental in nature, starting in a bedroom. Sidney was assisted by firefighters from Bainbridge, Unadilla, Wells Bridge, Sidney Center and Sidney Fire Department Auxiliary.

24 year old Zachary Rowe of Harpursville appeared for arraignment on August 7th, on a 3-count indictment in Delaware County Court. Rowe was charged with Criminal Possession of a Controlled Substance for possessing Fentanyl & Methamphetamine with intent to sell, the drugs were in the presence of a 4 year old child. The case is scheduled for a conference in Delaware County Court on August 21, 2023.

New York Supreme Court Justice Kevin Bryant issued a temporary restraining order Monday halting the state from issuing or processing marijuana dispensary licenses. A veterans’ group lawsuit alleges the state’s Office of Cannabis Management created a licensing system that improperly limits initial licenses to people with drug convictions rather than a wider category of social equity applicants, such as veterans. Another lawsuit from a Michigan group claims that New York’s licensing system is unconstitutionally favors New Yorkers over out-of-state residents. Oral arguments will begin Friday in State Supreme Court.

The Broome County Sheriff’s Office arrested 42 year old Nathan Smith of Windsor for Burglary, Assault, Criminal Possession of a controlled substance, and Endangerment the welfare of a child charges, Smith is accused of breaking into a house & attacking a victim in front of children, on August 2nd. Deputies took Smith into custody, he was found with a small amount of methamphetamine, Smith was arraigned at central arraignment and released. He is due to appear in the Town of Windsor Court at a later date.

Delaware County Sheriff’s Office arrested 62 year old Kathleen Hibbard of Delhi after an investigation of a Motor Vehicle Accident. Deputies responded August 3rd to a Motor Vehicle Accident on State Highway 28 in the Town of Delhi. Hibbard was charged with operating a motor vehicle while intoxicated, operating a motor vehicle with a B.A.C of .08 or higher and moving from lane unsafely, she was ordered to appear in Town of Delhi Court at a later date.

Broome County Sheriff’s Office arrested 24 year old Amir Robinson of Binghamton for Unlawful Imprisonment, Tampering with Evidence, Menacing and Harassment, following a dispute with a firearm in the town of Dickinson on August 2nd. Deputies responded to a report of a male with a firearm who would not leave a room at the Econo Lodge on Old Front Street, he allegedly pointed a handgun at the victim and threatened to kill her. Upon arrival at the scene, responding deputies located Robinson in the nearby vicinity and detained him without incident. Robinson was arraigned at central arraignment and remains in custody pending future court action.

59 year old Valerie Alexander of Delhi, appeared in Delaware County Court, she pleaded guilty to Welfare Fraud and was sentenced to 9 months incarceration. Alexander admitted that she stole public assistance benefits totaling $2,530, she was ordered to pay restitution to the Delaware County Department of Social Services.

The Otsego County Solid Waste Department and the Otsego County Conservation Association are teaming up once again to promote the Otsego County Schools Plastic Film Recycling Challenge. Governor Kathy Hochul today announced that since early January, when mobile sports wagering became available in New York, the State has collected $542 million in taxes through the week ending October 30, far surpassing every other state in the nation. Historic federal aid and better-than-expected revenues allowed for a steep increase in spending in the $220.5 billion enacted state budget, according to an analysis by State Comptroller Tom DiNapoli. While some of the new spending will be temporary, much of the year-over-year growth will be for new initiatives and more funding for existing programs. DiNapoli expressed concerns about the growth in capital spending and debt. Transportation Security Administration officers at Hancock Airport in Syracuse stopped an unidentified Chenango County man from Sherburne with a loaded handgun at the Airport security checkpoint Monday morning. The a 9mm caliber handgun was loaded with 6 bullets, A TSA officer spotted it on the X-ray machine as the man’s belongings were being screened, Syracuse Police responded and confiscated the weapon. The man told officials that he had placed the gun in his bag when he went hiking and forgot that he had his loaded gun with him, he was not charged.

Village of Sidney Police Department concluded an investigation involving an adult sending inappropriate messages and/or indecent material to a minor under the age of 18. Police arrested 20 year old Jazmine Brown of Sidney for Disseminate indecent material to minors & Endangering the welfare of a child, Brown was arraigned in Village of Sidney Court where she was released on her own recognizance to appear back in court at a later date.

The Madison County Sheriff’s Office is investigating an accident that killed an Otsego County man Sunday morning. The crash happened around 4:45 a.m. Sunday in the town of Brookfield, deputies found a Jeep Cherokee off the road and overturned partially in a creek. 36-year-old Travis Chesebro of West Edmeston was pronounced dead at the scene, the investigation is ongoing.

The Otsego County Department of Health reported their 100th death from COVID 19 in their latest report. The County has had 5 deaths already this year, they reported 128 new cases, and they have 8 hospitalized and a positivity rate of 16.8% over the previous 7 days.

The State Department of Health today announced the publication of the largest comparative study of its kind on immunity to COVID-19 from vaccines and from previous infection. The study, based on 32 million cases, found that both vaccination and a prior infection provided protection against future infection and hospitalization. The study concluded that becoming vaccinated and staying up-to-date with booster doses remains the most effective and only recommended way to gain immunity to COVID-19. Governor Kathy Hochul today announced more than $12 million added to the Drive Clean Rebate program to help consumers save up to $2,000 on the purchase of an electric vehicle and $2.7 million awarded to local governments to purchase electric vehicles and install zero-emission charging stations for public use to address climate change. The Rebates range from $500 – $2,000, they are available on more than 60 models of vehicles and consumers receive higher rebates for the purchase or lease of longer range, all-electric vehicles with a base Manufacturer Suggested Retail Price of less than $42,000. U.S. Senate Majority Leader Chuck Schumer and U.S. Senator Kirsten Gillibrand announced $420,000 in federal funding to develop and implement regional economic development strategies throughout New York State. The funding was allocated through the Economic Development Administration and will promote public-private partnerships to diversify and strengthen regional economies in New York. The Southern Tier East Regional Planning Development Board receives $70,000 for the Development and implementation of economic development strategies for 8 counties, 129 towns, 54 villages and the cities of Binghamton, Ithaca, Cortland, Oneonta, and Norwich.

2 Chenango County Sheriff’s Deputies suffered minor injuries late Saturday night, as they were answering a call in a patrol car when they were hit by another vehicle at East Main Street and North Broad Street in Norwich. 19 year old Seth Wessels was the driver of the pickup truck that struck the Deputies patrol vehicle, he was found to be intoxicated at the time of the accident, he was charged with DWI by Norwich City Police, who responded to the accident. 1 of the deputies returned to work after being treated at Chenango Memorial Hospital, the other suffered a wrist injury & is expected to miss some time. the investigation is opngoing, Wessels will appear in Norwich City court at a later date.

Delaware County Sheriff Craig DuMond announced that members of the Sheriff’s Office recently completed a fundraiser in participation of “No-Shave November” and awarded donations to 2 local Delaware County agencies. Officers raised $1,000, which was divided evenly between the Delaware County Veterans Service Agency and Delaware Opportunities-Safe Against Violence program.

Delaware County Public Health continues to see an increase in COVID test positivity rates. Testing on Thursday & Friday showed a rate of 16.67%, with 103 new cases, 23 hospitalized, 340 active cases and 403 quarantined. 53.4% of Delaware County Residents are fully vaccinated.

State Police issued 12,975 tickets statewide during this year’s special Thanksgiving holiday traffic enforcement period. Troopers arrested 183 people for DWI and investigated 1,041 crashes, including one fatal crash. Troopers issued over 4600 tickets for speeding, 440 for Distracted Driving, over 1520 for Seat belt violations & 119 for the Move Over Law.

The Attorney General’s Office has determined the police actions in the fatal shooting of an Oneonta man in April were justified to prevent the death of a child. Tyler Green was fatally shot during a confrontation with Oneonta police on April 6th, after Green made violent threats against his partner, who was visiting his house with their nearly-2-year-old child. Oneonta Police officers saw Green pull a knife and threatened to kill her, he cut his partner’s leg and swung the knife at 1 of the officers & grabbed his son by the leg & swung the knife at the child, when Sergeant Ralph Pajerski, fired 2 shots striking Green in the back. Green was transported to Fox Hospital and was later pronounced dead.

The National Baseball Hall of Fame and Museum announced who will be inducted into the Hall of Fame later this year. The Inductees are Player Manager Gil Hodges, Pitcher Jim Kaat, outfielders Minnie Miñoso & Tony Oliva, & Negro League players Bud Fowler and Buck O’Neil to Cooperstown. Hodges, Kaat, Miñoso and Oliva were elected by the Golden Days Era Committee, which considered a 10-person ballot comprised of candidates whose primary contribution to the game came from 1950-69. Fowler and O’Neil were elected by the Early Baseball Era Committee, which considered a 10-person ballot of candidates whose primary contribution the game came prior to 1950.

Governor Kathy Hochul today announced that all New Yorkers enrolled in the SNAP will receive the maximum allowable level of food benefits for November. All households participating in SNAP will receive a supplemental allotment later this month, bringing in roughly $230 million in federal funding into the state’s economy. Struggling New Yorkers continue to rely heavily on SNAP as the COVID-19 pandemic continues, as of September, there were more than 2.77 million SNAP recipients throughout the state.

Delaware County Sheriff’s Deputies responded to a report of a trespass in progress Monday at a residence in the Village of Walton. Deputies determined that no trespass had occurred, and that the initial report was the result of a domestic dispute, they determined that 35-year-old Katrina Stanton of Deposit had driven her vehicle to the scene, & Stanton’s Driver’s License was suspended for failure to answer a previous a summons in the Town of Franklin. Deputies arrested Stanton for Aggravated Unlicensed Operation of a Motor Vehicle, she was released & will appear in the Village of Walton Court at a later date.

State Police were dispatched to I-81 north near exit 2 Wednesday morning at about 10:00 AM for a reported 1-vehicle crash. An investigation at the scene revealed that the operator was traveling north when for an unknown reason, she went off the shoulder of the roadway and struck a tree, and was pronounced deceased on scene. State Police have identified the deceased as 33 year old Jocelyn Kendall of Binghamton, the investigation continues.

The State DEC announced that regular firearms season for deer and bear in the Southern Zone begins on Saturday, November 20th, through December 12th. DEC officials said that approximately 85% of New York’s 550,000 licensed hunters participate, with the Harvest during that period accounts for nearly 60% of the total statewide deer harvest and 30-60% of the statewide bear harvest. State Assemblyman Joe Angelino, State Senator Mike Martucci, former Assemblyman Cliff Crouch, and Town of Colchester Supervisor Arthur Merrill will be unveiling the newly-named “Colchester Veterans Memorial Bridge” on Tuesday, November 9 at 1:00 PM. The ceremony will be held at the James S. Moore Post 167, River Road in Downsville in the parking lot. Delaware County Sheriff’s Deputies responded to the report of a Domestic Dispute, they observed 62-year old Timothy Lynch of Treadwell, leaving the scene of the incident in a motor vehicle. Deputies stopped the vehicle and they determined that Lynch’s license was revoked due to numerous prior convictions for driving under the influence of alcohol and drugs. Lynch was charged with Aggravated Unlicensed Operator of a Motor Vehicle, he was later released on traffic tickets and directed to appear at the Hamden Town Court at a later date to answer the charge.

Delaware County Public Health announced a COVID-19 Vaccination Clinic in Delhi of Johnson & Johnson & Moderna vaccines, with Pre-registration is required for Moderna Booster vaccines. The New York State Department of State and the Division of Consumer Protection today alerted consumers about real estate and rental scams, in which scammers work to steal prospective tenants’ money when they are looking to rent a home or an apartment. New Yorkers claimed losses of over $1.7 million during the last 3 years from scammers, if a consumer has fallen victim to a rental scam, they are encouraged to file a complaint with the Division of Consumer Protection. Governor Kathy Hochul announced 25 new #VaxtoSchool pop-up vaccination sites to increase vaccination rates among school-aged New Yorkers. In the Southern Tier, 2 sites will be opening Friday, at the Chenango Valley High School from 2:40 pm to 5:00 pm & at the Broome-Tioga BOCES Main Campus in Binghamton from 10:00 am to 12:00 Noon. State Police issued 17,797 tickets and arrested 207 people for impaired driving during the special traffic enforcement detail over Columbus Day weekend. The initiative began on Thursday, October 7th and continued through Tuesday, October 12th. Statewide, law enforcement issued a total of 38,255 tickets, including 828 for impaired driving and 10,593 for speeding.

Governor Kathy Hochul today announced the suspension of the state hiring freeze through the end of the fiscal year, Following the release of the updated State Financial Plan projecting $2.1 billion in revenue above projections. Lifting the hiring freeze will enable state agencies to grow their work-forces after the number of workers in Executive Agencies declined by more than 10,000 between March 2020 and August 2021.

The State Department of Labor announced that the number of private sector jobs in the State increased over the month by 28,000, or 0.4%, to 7,519,400 in August. The increase was double the national average for August, the state unemployment rate dropped from 7.6% to 7.4% in August.

Delaware County Department of Public Works will be closing the Downsville Covered Bridge over the East Branch of the Delaware River in the Town of Colchester on Thursday, September 16th.  The structure will remain closed until the Corbett Bridge is reopened. Motorists should use alternate routes.

Binghamton University has reported 187 COVID-19 cases among on-campus students and staff over the past 2 weeks, that number is 15% of positive cases across the entire SUNY system.  SUNY officials reported a total of 1,259 cases during a 14-day period through Tuesday September 14th at its 64 campuses.  SUNY Binghamton reported 93% of their students are currently vaccinated; Students are required to get vaccinated by the end of the month or risk being unregistered from their courses.

Governor Kathy Hochul announced new efforts to increase COVID-19 vaccinations and prepare for booster shots upon FDA approval. The Governor has directed the State Department of Health to authorize basic emergency medical technicians to administer the COVID-19 vaccine, which immediately adds more than 2,000 fully trained vaccinators back into the State’s program. An additional 50,000 basic EMTs will be able to receive the required training in order to help administer the COVID-19 vaccine and booster doses.  The Health Department is continuing to work with local health departments to reach out to medical practices, clinics, and other providers in their counties to encourage participation in the upcoming COVID 19 Vaccination booster program.

Chenango County Sheriff’s Office responded to a fatal 2-car motor vehicle accident on County Road 36 in the Town of Guilford Monday.  Investigators reported that 22-year-old Dominique Brissett of Walkill was traveling north bound on County Road 36 and collided with an SUV operated by 23-year-old Rachel Feyh of Sidney.  Brissett was pronounced dead on the scene, Feyh was air lifted by Life Net to SUNY Upstate Medical in Syracuse, where she was listed in critical but stable condition. The investigation into the cause of the motor vehicle accident is still ongoing.

The state has made progress in making high-speed connections available to New Yorkers, ranking 2nd in the U.S. in the percentage of the population with broadband available in their neighborhood, but more than one million, or 13.8%, of households do not have access or a subscription to home broadband services, according to a report released today by State Comptroller Tom DiNapoli.  The report finds that predominantly rural areas remain underserved by broadband infrastructure, approximately 1 in 3 New York households with income less than $20,000 lacked access to broadband at home.   The entire report can be found at osc.state.ny.us.

Governor Kathy Hochul today announced significant progress with the Emergency Rental Assistance Program and the Excluded Workers Program. The amount of pandemic-related emergency rental assistance paid out has nearly doubled in the past 3 weeks, up to $399 million, enabling tenants at risk for eviction to stay in their homes and helping struggling landlords to receive unpaid rent. Starting tomorrow, middle-income renters previously ineligible for assistance can begin applying for funding through the Emergency Rental Assistance Program, also Governor Hochul announced that over $1 billion in Excluded Workers Program funds have been approved for distribution to date.   More information is available at otda.ny.gov.

Catholic Charities in Sidney is looking for volunteers to assist them in their next community mass food distribution on September 28th, spokesperson Penny McKnight explains:

The State Department of Health today announced that New York State’s youth smoking rate has reached an all-time low. Village of Sidney Police Department responded to a complaint of a burglary in progress on River Street Wednesday. Officers responded to the area and arrested 29 year old Bradly Falkenmeyer of Sidney for 3rd degree Burglary, Criminal mischief & Petty larceny. Falkenmeyer was arraigned in Village of Sidney Court where he was remanded to the Delaware County Jail with no option of bail.

State Senator Peter Oberacker announced that community libraries throughout the 51st senatorial district have been awarded a total of nearly $300,000 in public library construction grant funds. The grants are from $14 million in capital funds for public library construction and broadband infrastructure projects provided in the current state budget. Locally, the Edmeston Free Library will receive over $92,000 for 3 projects, the Kinney Memorial Library in Hartwick will receive $9,000 for a roofing project, & the Sidney Memorial Public Library will receive over $32,000 to renovate the parking lot.

Governor Kathy Hochul today announced that the Great New York State Fair will return in 2022 as a 13-day event, running from Wednesday, August 24 to Labor Day, Monday, September 5. The return to a 13-day event will allow for greater participation of fairgoers and vendors at not only the New York State Fair, but also at a number of the State’s county fairs that had coinciding schedules. The United Way of Delaware and Otsego Counties’ campaign started today with the announcement of the fall campaign goal of $50,000. Executive Director Elizabeth Monaco told WCDO News that last year was a tough year for the chapter due to the COVID 19 pandemic:

Monaco said that last year, largely due to the pandemic & subsequent shutdown,, the United Way of Delaware & Otsego Counties only raised about $17,000, but they also raised $31,000 in local COVID-19 Relief Funds over the last 18 months, beyond the campaign dollars raised, to assist the community in both the short and long term impacts of the pandemic. . Governor Kathy Hochul announced that New York will delay the requirement that state employees get vaccinated against COVID 19 or undergo weekly tests to October 12th, which is the same day telecommuting workers are scheduled to return to their offices. Governor Hochul said that Workers in hospitals and nursing homes must get their first dose by September 27th, and employees at home care agencies, hospices and adult care facilities have until October 7th to get the first shot. SUNY and CUNY students are also mandated to show proof of vaccination by Sept. 27 to remain enrolled in classes. Some medical exemptions will be accepted.

Governor Kathy Hochul today announced the launch of the statewide #VaxtoSchool campaign to support increasing the COVID-19 vaccination rates among school-aged New Yorkers. The Sidney Police Department arrested 37 year old Jamie Benham following several ongoing criminal investigations in the Village of Sidney. Benham was located on an active arrest warrant and charged with 2nd degree Burglary, plus Conspiracy, Criminal Mischief, Petty Larceny & Criminal trespass, following a larceny investigation, separate from the arrest warrant investigation, Benham was arraigned in Village of Sidney Court where she was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bond.

Chenango County Public Health released their latest COVID 19 statistics today; they report 95 active cases, with 24 cases vaccinated. They have 181 people in quarantine, 7 are hospitalized, 1 is vaccinated, Chenango County has had 3985 cases with 82 deaths & 3724 recoveries since the pandemic began.

Former area Congressional candidate and army veteran Kyle Van De Water has been found dead by Poughkeepsie police, the 41-year-old was found in a Poughkeepsie Cemetery. Van De Water lost to Congressman Antonio Delgado in the 2020 election in the 19th Congressional District last year, the investigation is ongoing.

Otsego County Department of Health reported 380 total COVID 19 cases reported in the month of August, with 52% were unvaccinated which includes those who had no or 1 vaccines in the 2 shot series, while 48% were fully vaccinated, 100% of hospitalizations are unvaccinated. 9% of the cases in August were in college students/employees; 10% of the cases were 0-11 years old, 27% were 12 to 24 years old, 46% of the cases were in the 25-55 age group & 17% were 56 & older.

State Senator Fred Akshar will join officials from Broome County and the Broome County Health Department to recognize Rebecca Kaufman as the 52nd Senate District’s 2021 Woman of Distinction on Wednesday at 10:30 AM at the Broome County Health Department in Binghamton. Kaufman earned this recognition through her work as Director of Public Health for Broome County; Senator Akshar said that she led the Broome community through the pandemic:

Delaware County Sheriff’s Deputies were dispatched to a neighbor dispute on July 31st, at 60 River Street in the Town of Stamford. 58-year-old Kenneth Utter and 69-year-old Janet Starkweather, both of Stamford, are accused of subjecting another person to unwanted physical contact, the victim’s harassment complaints were forwarded to the Town of Stamford Court, which was requested to issue a criminal summons for Starkweather and Utter. Deputies located and arrested Utter and Starkweather last week, they were charged with 1 count each of harassment, they were ordered to appear in the Town of Stamford Court on a later date.

Governor Kathy Hochul signed four pieces of legislation, to establish a demonstration program to implement speed violation monitoring systems in work zones to keep workers safe and make construction contractors liable for the wages owed to their subcontractors. They also require the payment of prevailing wage to building service employees at high-end co-ops and condos and extend Shared Work Benefits.

The State Department of Transportation announced that State Route 28 near Frank Slawson and Epps roads in the town of Franklin will close starting today for a culvert replacement over Knapp Brook. DOT Officials stated that motorists on State Route 28 will be detoured to take state Route 23 to Davenport Center and then take county Highway 10 to Meridale to connect back to state Route 28, the project is expected to be completed on September 22nd. Also, starting today, Old Route 17 in the Town of Windsor will undergo culvert construction; a road closure is near the intersection of 17 and Ostrander Road. Old Route 17 will likely be closed for 2 months & is scheduled to reopen around November 9th.

Firefighters from several companies responded to the report of a Barn Fire at 723 Hotchkiss Road in Greene Late Sunday Night. Firefighters from Greene, Chenango Forks, Port Crane, Coventry, and Brisben responded, the barn was fully engulfed & was a total loss, and the investigation into the cause of the fire is ongoing.

The State Health Department conducted over 100.000 COVID Tests Sunday, with 3660 positives, for a 3.65% positivity rate Hospitalizations were up to 2334, Patients in an ICU bed went up to 519, Patients on ventilators went up to 263, there were 26 deaths from COVID Sunday.
