State Police responded to the report of a Car & Motorcycle accident Sunday afternoon on State Route 7 in Afton. 53 year old Julie Lawton of Binghamton crossed over the double yellow and struck the driver’s side of a Jeep Grand Cherokee that was traveling the opposite direction. Lawton was airlifted to Wilson Hospital where she later died of her injuries.

The Broome County Special Investigations Unit Task Force executed 2 narcotics search warrants in Binghamton, at 65 Schubert Street and 216 Court Street. Police found 60 grams of Fentanyl and drug packaging materials at the Schubert Street address, Orlando Torres of Binghamton was charged with 2 Counts each of Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia. Police found approximately 15 grams of Fentanyl packaged for sale and other drug packaging materials at the Court Street location, Kaheem Ward of Binghamton was charged with 4 Counts of Criminal Possession of a Controlled Substance and 2 Counts of Criminally Using Drug Paraphernalia.

New York State has announced a statewide pharmacy standing order for all pharmacies for naloxone beginning today. Naloxone blocks the effects of opioids allowing a person to regain consciousness and resume normal breathing. The State health department stated that some pharmacy chains already have provided their own standing orders, covering over 2,600 pharmacies, and independent Pharmacies may now also have naloxone ready for use.

Law enforcement agencies throughout the State are increasing patrols to target speeding through Sunday, as part of Speed Awareness week. Last year, law enforcement throughout the state issued 23,087 tickets for speeding and 32,170 tickets for other vehicle and traffic law violations, such as impaired and distracted driving.

The Otsego County Sheriff’s Department has arrested 31 year old Stephanie Shulgay of Worcester for 3rd degree Grand larceny. Shulgay is accused of stealing about $11,000 dollars from a Worcester family while working as a home aide. State Lawmakers wrapped up their session one calendar later than anticipated, in the early morning hours today. The 2018 session ended without a deal to renew the state law authorizing school zone cameras, Lawmakers also failed to reach a compromise on bills to overhaul teacher evaluations and address school security.

State Police at Oneonta arrested 37 year old Heather Koncelik of Worcester on 2 counts of Criminal Possession of a Controlled Substance. Troopers arrested Koncelik after she was found to have heroin and suboxone in her possession in the town of Worcester. Koncelik was arraigned & was remanded to the Otsego County Jail on $500 cash bail.

Broome County Sheriff David Harder announced that confidential tips provided by the residents of the southern tier have led to the capture of Noah Venth-Costick. On Wednesday morning, the Sheriff’s Office Warrants Division received information that Venth-Costick was hiding out in a residence in Afton. The Warrants Division observed a vehicle enter the driveway which was occupied by Venth-Costick, he was arrested without incident, and he was transported to the Broome County Sheriff’s Office Correctional Facility where he is being held without bail.

State Police arrested 33-year-old Robert West of New Berlin for allegedly sending messages of a sexual nature to the child by Snapchat. West has been charged with 2nd-degree sexual abuse, forcible touching, & 2 counts of endangering the welfare of a child. Deputies issued a total of 23 traffic tickets for offenses ranging from operating without a seat belt, uninspected motor vehicle, unregistered motor vehicle, aggravated unlicensed operation speed not reasonable and prudent, and driving while ability impaired by drugs. 29 year old Andre Fenner of Bronx was arrested for Driving while ability impaired by drugs, aggravated unlicensed operation of a motor vehicle, unlicensed operator, and unlawful possession of marijuana, among other charges, he will appear in town of Colchester court at a later date.

Delaware County Sheriff’s Deputies arrested 22 year old Ashley Newkirk of Roscoe for Aggravated Unlicensed Operation of a motor vehicle and Unlawful Possession of Marihuana, Newkirk was charged during a traffic and safety checkpoint conducted by Deputies in the Town of Colchester. Delaware County Sheriff’s Deputies arrested 40 year old Brent Nichols of Walton for DWI and Aggravated DWI with a BAC of more than 0.18%. Deputies were told that Nichols left his home in a vehicle while in an intoxicated condition. On Saturday, Senator Fred Akshar partnered with representatives from UHS, the Broome County Sheriff’s Office, the Johnson City Police Department and the Southern Tier AIDS Program for a “Shed the Meds” prescription turn-in event at the Oakdale Mall. Volunteers collected over 490 pounds of prescription and over-the-counter medication, including 334 bottles of prescription narcotics and other controlled substances with an estimated street value of over $50,000. Community members participated in free Narcan training held at the UHS Stay Healthy Center, each trainee received a free Narcan kit.

State Police arrested 29 year old Jack Gomez from The Bronx for speeding on State Route 17. Troopers pulled over Gomez, troopers detected marijuana, and they conducted a search & seized 800 milligrams of a hallucinogen & 15.5 grams of marijuana among other items. Gomez was charged with criminal possession of a controlled substance he was arraigned in the Village of Hancock Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bond. He is scheduled to reappear on June 16.

3 people were indicted by a Chenango County Grand Jury last week, on a variety of assault charges, following the beating of a man in Norwich in June. Joseph P. Hughes, Joseph C. U.S. Senate Minority Leader Charles Schumer and U.S. Senator Kirsten Gillibrand announced $1,061,034 for Head Start programs at Delaware Opportunities. The federal funding was allocated through the U.S. Department of Health and Human Services (HHS), and will be used to support child care services for low-income families in the Southern Tier Region. Head Start provides comprehensive child development programs for low-income children at ages 3 & 4, as well as supports and services for their families.

Governor Cuomo today announced that the Department of Motor Vehicles’ Facial Recognition Technology Program has identified more than 21,000 possible cases of identity theft or fraud since its launch, with more than 7,000 of those cases generated in the last 18 months alone. The milestone is due in part to a major technology upgrade in January 2016 that doubled the number of measurement points mapped to each driver’s photograph, which has resulted in more than 4,000 arrests and more than 16,000 individuals facing administrative action.

State Attorney General Eric Schneiderman today announced that 47 states and the District of Columbia have reached a $18.5 million settlement with the Target Corporation to resolve the states’ investigation into the retail company’s 2013 data breach, which affected more than 41 million customer payment card accounts and exposed contact information for more than 60 million customers. The agreement represents the largest multistate data breach settlement achieved to date and will bring $635,224.33 to New York State. Details are available at ag.ny.gov.

State Police have issued an AMBER Alert for a child abduction in Cattaraugus County this morning. 12-year-old McKenzie Wilson was abducted at about 5:00 AM in Lyndon by 18-year-old Joshua Monette and 16-year-old John Harvey, they are believed to be armed with handguns, & are driving a stolen red Chevrolet Silverado pickup truck heading east, with New York license number CXA 5836. McKenzie Wilson is a White female, is about 12 years old, with straight, blonde hair and blue eyes, about 5 feet 6 inches tall and weighs about 100 pounds. The suspect Monette is a White male, approximately 18 years old with short, black hair and brown eyes, approximately 6 feet 2 inches tall and weighs about 140 pounds, Harvey is a White male, approximately 16 years old with brown hair. Chenango County Officials announced that sometime this afternoon, State Highway 12 south of Sherburne will be closed for up to one hour. This closure will be related to the movement of an oversized/overweight load, and the need to reinforce a bridge for weight distribution just south of the village. Officials said that they were unsure of the exact time for the closure.

Lawmakers are debating whether to add Electronic Cigarettes to the state’s ban on smoking in workplaces, bars & restaurants. The state Assembly has already endorsed the idea; a similar bill has been introduced in the State Senate. New York banned indoor smoking in 2003, in 2012 state lawmakers voted to ban the sale of e-cigarettes to anyone under the age of 18.

Tax collections totaling $19.8 billion fell short of projections for New York state in the first quarter of the state’s fiscal year, a decline of $797.6 million, or 3.9 percent, from the same period last year and $454.1 million below projections, according to the June state cash report issued today by State Comptroller Tom DiNapoli. The General Fund ended June with a balance of $7.2 billion, which was $975.8 million lower than the latest projection and $3.9 billion lower than a year earlier. Attorney General Eric T. Schneiderman announced a new grant initiative to address the growing statewide problem of so-called “zombie homes” – vacant and abandoned homes that are not maintained during a prolonged foreclosure proceeding. The Zombie Remediation and Prevention Initiative will provide $13 million in grants to local governments throughout the state through a competitive application process. The 100 communities with the greatest problem of zombies and vacancy have been invited to apply for the funds. The money will address housing vacancy and blight by bolstering municipalities’ capacity for housing code enforcement, for tracking and monitoring vacant properties, and for legal enforcement capacity to ensure banks and mortgage companies comply with local and state law.

In June, New York State’s private sector job count increased by 23,900, or 0.3%, to over 7.9 million, according to preliminary figures released today by the State Department of Labor. Since the beginning of Governor Andrew M. Cuomo’s administration, New York State’s economy has added 824,100 private sector jobs and experienced employment growth in 57 of the past 66 months. The statewide unemployment rate was unchanged from May, the U.S. rate was 4.9% in June. New York’s statewide unemployment rate continues at its lowest level since August 2007.

A State Department of Corrections employee has been charged with 2nd degree attempted murder in Norwich. Norwich Police arrested 33-year-old Wayne Spratley Sunday morning, following a call about a person displaying a weapon in the area of a North Broad Street business. A Norwich Police Officer responded and heard gunshots near Lackawanna Avenue, where the officer found the victim who appeared to be shot in the stomach, the victim was taken to University Hospital in Syracuse & was listed in critical condition. Spratley was arraigned in Chenango County Court and was remanded to the Chenango County Correctional Facility on $50,000 bail, additional charges against Spratley are pending & the investigation is ongoing. Delaware County Sheriff’s Deputies arrested and charged a Delhi man with introducing dangerous prison contraband into the facility. On Saturday night Delaware County Correctional Facility intake officers conducting a search of a new inmate found Brayan Thompson of Delhi was in possession of a concealed belt buckle knife while being booked into the jail, on an unrelated Burglary charge, he was subsequently charged with Promoting Prison Contraband. Thompson was arraigned on the new charge, & was remanded to the Delaware County Correctional Facility on $2000 cash bail; he remains incarcerated pending future court appearances.

On Friday, July 17th, Delaware County Sheriff’s Deputies arrested 48 year old Wade Egan of Lake Grove New York for 1 count of Criminal Possession of a Weapon & 2 counts of Criminal Possession of a Controlled Substance, failure to Keep Right, Aggravated Driving While Intoxicated, Failure to Obey a Police Officer, and several violations. The arrests were made as a result of a pursuit and subsequent traffic stop on State Highway 10 in the Town of Walton. The arrests occurred after an off duty Trooper called and reported that he had possibly received counterfeit ten dollar bills from a man during a sale on Craigslist. The investigation determined that the off duty Trooper was selling four tire rims on Craigslist and agreed to meet Colon in Oneonta to complete the transaction, Police accuse Colon of paying the Trooper with 70 counterfeit ten dollar bills, and that Nunez had also knowingly possessed several counterfeit ten dollar bills. Colon and Nunez were both arraigned in the Town of Oneonta Court and remanded to the Otsego County Jail in lieu of a $750 cash bail.

Governor Cuomo announced that the White House Office of National Drug Control Policy has commended the State’s program that trains law enforcement officers to administer naloxone, to reverse heroin and opioid overdoses. 1,400 police officers from 54 counties have attended the State’s training, and emergency responders have used the naloxone to save the lives of 38 New Yorkers who had overdosed. A newly created database of New Yorkers deemed too mentally unstable to carry firearms has grown to 34,500 names. The database is the result of the Safe Act. Gun control supporters argue a wide net is appropriate, given the potentially dire consequences. Under the law, the reports prepared by doctors, psychologists, nurses and social workers are first sent to county officials. If they agree with the assessments, the officials then input the names into the state database. The information is retained for five years. If the authorities find a person in the database has a gun permit they are required to revoke the license and seize any guns. The people in the database are barred from obtaining a permit until their names are purged

The U.S. Environmental Protection Agency, has awarded $197 million to New York State, to help finance improvements to water projects to protect public health and the environment. The money will be used to upgrade sewage plants and drinking water systems throughout the state. Governor Cuomo chose not re-appoint Republican judge Victoria Graffeo to the state’s highest court, picking instead a Democratic judge from the Albany area. The pick of Leslie Stein, means Democrats will have four of the seven seats on the Court of Appeals, for the first tim in modern history. It’s the third Democratic woman picked for the court since Cuomo took office in 2011. If re-elected Nov 4th, Cuomo would be able to appoint the four other seats, allowing him to reshape the entire court. Court of appeas judges serve for 14 years, but must retire at age 70. State Police, Delaware County sheriff’s deputies & Walton Police responded on February 19th to a murder-suicide & arson at 294 John Lockwood Road in the Town of Walton.  After the fire was extinguished, 2 sets of remains were removed; one was identified as 47 year old Debra Sundstrom of 1884 South River Road in Walton, from suicide by a gunshot to the head.  On Friday, a 3rd set of human remains was located at 1884 South River Road, who was identified as 49 year old Randy Sundstrom, the husband of Debra Sundstrom, his death was ruled as a homicide, Randy Sundstrom’s death may have occurred during February of 2010. . The second set of human remains from the February 19th fire was identified as the homeowner-51 year old Dominick Bosco, the cause of his death is undetermined.  Anyone with information is asked to contact the State Police at 561-7400.  The investigation is continuing.

State Police investigated a 1-Car fatal motor vehicle accident on Afton Lake Road at around 2:20 AM Sunday.  The investigation revealed that 22-year-old Ryan Lewis of Harpursville lost control of his vehicle while negotiating a curve; he struck a tree with the passenger side. 24 year old Joelyn Sines of Harpursville was a front seat passenger, she was pronounced dead at the scene, 22 year old Mitchell Birch of Afton and 22 year old Caleb Gregory of Afton, were both transported to Wilson hospital in Johnson City, Lewis has been charged with 2nd Vehicular Manslaughter and Driving While Intoxicated, he was transported to Wilson hospital, he faces action in Town of Afton Court at a later date.  The investigation is continuing.

A Binghamton man was arrested Saturday on drug charges, after being pulled over for an inspection violation.  24-year-old Daniel Gregoris was charged with Criminal Possession of a Hallucinogenic Substance, Unlawful Possession of Marijuana and driving an Uninspected Motor Vehicle, he is accused of possessing several grams of Ecstasy and a small amount of Marijuana in the vehicle.  Gregoris faces court action shortly.

State Police at Sidney arrested 21-year-old Gregory Castro of Binghamton, for Unlawful Possession of Marihuana. The arrest resulted from a traffic stop in Sidney; Castro was issued an Appearance Ticket returnable in the Town of Sidney Court on March 14th.

Delaware county sheriff’s department Investigators arrested 31 year old Richard Dostis, of Walton for failure to register his e-mail account information to law enforcement within 10 days, as required of a level 3 sex offender in new York.  Dostis maintained at least 1 e-mail account, which he failed to register with authorities, he was charged with 1 count of Failure to Register and/or Verify an Address or Status Change, and he will be arraigned in the Town of Delhi Court at a later time.

The Delaware County Sheriffs Office responded to a one car motor vehicle accident Sunday on County Highway 22 / East Brook Road in the Town of Hamden. 52-year-old Anthony Triarsi of Yonkers left the roadway and struck a utility pole.  Triarsi was not injured; he was issued a traffic summons for the unsafe tires.
