New York State of Health begins its 5th Open Enrollment Period today. Consumers can enroll in Qualified Health Plans now through January 31, 2018. New York State extended the enrollment deadline beyond the federal deadline of December 15th to give consumers more time to consider their health plan options and enroll. Consumers can enroll in a health plan by: Calling the Customer Service Center at 1-855-355-5777, or be logging on at nystateofhealth.ny.gov.

Binghamton police have identified the murder victim from Monday as 22 year old Jordan Dordell, who was Beaten, stabbed, bound, & set on fire, his 19 year old pregnant girlfriend was taken to Wilson Hospital where she is in critical condition, but is expected to survive. 25 year old Nigel Saunders and 21 year old Julian Talamantez were arraigned Tuesday on felony counts of first-degree murder and attempted first-degree murder, they were sent to the Broome County jail without bail.

The national weather service has announced that a Tornado Watch is in effect through 5:00 PM today. The watch covers much of the State, storms heading this way are expected to have high damaging winds and heavy rains through the mid-afternoon hours.

Governor Cuomo announced more than 82,000 positions are available on New York State’s Jobs Express website. Jobs Express connects job seekers to openings in each Region of the state and currently lists an average of 51,000 new jobs each month statewide. The East Branch Rest Area of State Route 17 will be the new home for a Visitor’s Information Kiosk, to provide travelers with information about Delaware County’s natural resources, and recreational outdoor activities. The kiosk will consist of 4 panels covered with fabricated interpretive signs and 2 panels have signboards, with locking Plexiglas doors. Brochures supplied by the Delaware County Chamber will be included, it will be maintained by the Hancock Chamber of Commerce. Funding for this project was made possible through a marketing grant from the Delaware County Industrial Development Agency.

State senator Tom Libous announced that the recent $90 Million dollar restoration of funding for the Office for People With Developmental Disabilities, would keep about half their program s targeted for cuts, to continue to operate. Libous said that locally, the restored funding helps, programs like Achieve, Southern Tier Independence Center, Norwich ARC and the Handicapped Children’s Association, but the plans to close the Broome Developmental Center has not been changed. Former Governor George Pataki, former Comptroller Carl McCall and union and business leaders will head the New York Tax commission set up by Governor Andrew Cuomo, to find ways to cut $2 to $3 billion dollars in taxes over the next few years. Flu season doesn’t technically start until December 1, experts are urging people to get their flu shot early after last year’s flu numbers rose across New York State. Anyone 6 months and older should get the shot every year. People younger than 5, and older than 50 have the highest risk of suffering complications from the flu. New York is looking into creating its first statewide early warning system for tornados. A bill signed into law by Governor Cuomo directs a review into the feasibility of installing a system that could involve sirens at firehouses, schools, hospitals, sports facilities and other buildings to alert residents in areas statewide. The effort by the Legislature and governor comes after three years of severe weather that included hurricanes, floods and tornados. The warnings would also be spread in social media including text messages. The first report of findings and recommendations is due March 1st.

THE CHENANGO COUNTY arrested 3 people on charges of criminal possession of a controlled substance, conspiracy, making a false written statement and Petty Larceny. Charged were 25-year-old Vanessa Furgison, 40-year-old Brian Smith and 30-year-old Heidi Moore, for allegedly stealing a prescription bottle from a victim’s purse while visiting that person’s residence in the village of new Berlin. All 3 were issued appearance tickets for town of New Berlin court at a later date.

State police in Oneonta arrested 39-year-old Michelle Anderson of Oneonta for aggravated DWI with a BAC of .23% and other vehicle and traffic law violations. While investigating a one-car accident on County Highway 60 in Oneonta, troopers determined the driver was intoxicated. Anderson was issued tickets or Oneonta town court October 22nd.

The Chenango County Sheriffs Department arrested 44-year-old Mark Youngs of Plymouth on a charge of 2nd degree harassment. Youngs was charged following a complaint in the Town of Plymouth, he had previously advised by Deputies to leave the victim alone following an earlier incident. Youngs will appear in the Town of Plymouth Court at a later date.

The state Health Department opened its hotline to help customers sign up for New York’s health-care exchange. The enrollment period runs from October 1st through March 31st. The exchange will provide health insurance to at least 1 million uninsured New Yorkers as part of the federal Affordable Care Act. The program will provide tax credits for individuals with incomes under $45,960 and families of four with incomes less than $94,200. The Sidney town board met last night, with supervisor Bob McCarthy, councilman Eric Wilson, and Town Attorney Joe Ermeti not in attendance. The remaining board members Tobias Whitaker, Bill Heath and Pete Cordes passed a resolution to enact a 1-year moratorium on gas drilling by hydrofracking. The resolution is being sent to the county for consideration.

The Chenango county sheriffs department is still investigating the disappearance of 36-year-old Jennifer Ramsaran of New Berlin December 11th. Ramsaran was heading to Syracuse for a shopping trip, her cell phone was found in the Town of Plymouth the following day, her minivan was found in the city of Norwich 4 days later. The comments were on the topics of protecting the environment, communities, and residents, and were compiled from input by environmental scientists, petroleum & civil engineers, chemists, toxicologists, organic & traditional farmers, medical doctors & attorneys, the complete comments are available at JLCNY.org.
