Broome County Sheriff Fred Akshar announced a further expansion of visitation hours at the Broome County Sheriff’s Correctional Facility effective immediately. Sheriff Akshar expanded visiting hours to 30 hours per week earlier this year, the latest increase brings the visitation time to 47 hours each week. The visitation expansion coincides with increased staffing levels at the Broome County Sheriff’s Correctional Facility after a successful hiring campaign for new and transferring Corrections Officers. The Delaware County Chamber of Commerce will recognize several businesses and groups for their service to the county’s business community at its 2023 Business Awards celebration on October 18 at Bluestone Restaurant in Delhi. Delaware County Sheriff’s arrested 75 year old Alan Donner of Roscoe for Criminal Mischief. On August 26th, Deputies responded to a Criminal Mischief Complaint in the Town of Colchester, Donner had intentionally damaged another person’s vehicle following a verbal altercation while at the Mobil Gas Station in Downsville, Donner was released on appearance tickets returnable to the Town of Colchester Court at a later date to answer the charges.

Chenango County Sheriff’s Office arrested 52 year old Michael Garramone of Remsen, following an investigation of a trailer reported stolen from a North Norwich business July 14th. Investigators learned that 2 male suspects entered the business parking lot operating a Chevy Silverado which was used to steal the trailer, and Detectives were able to track the truck and stolen trailer into Oneida County with the help of a video security systems, pictures were released to the Sheriff’s Social media pages, leading to the arrest. Garramone was located on July 28, he was charged with Grand Larceny and Conspiracy he was processed & was released pending court action in Town of North Norwich Court, additional arrests are expected shortly.

The Chenango County Sheriff’s Office Detectives Division arrested 40 year old Todd Jorgensen for Criminal Possession of Stolen Property, 2 counts of Criminal Sale of firearms and false written statement. The arrest came following an investigation of a Burglary of firearms in the Town of Columbus in December 2022. Jorgensen is accused of possessing the stolen firearms, he allegedly sold the stolen firearms to 2 different people, and provided a false statement to impede the recovery of the firearms. Jorgensen was processed and released on an appearance ticket to appear in the Town of Columbus Court at a later date.

58 year old Phillip Peterson was indicted by a Delaware County Grand Jury on 2 counts of attempted assault, for allegedly attacking his wife in the town of Franklin by punching her in the chest after open heart surgery & by throwing a TV at her in April. Peterson will be arraigned on the charges on July 10th.

31-year-old Dylan Cole of Norwich was charged with 1st-degree assault after allegedly beating another man with a baseball bat, causing severe injuries. Norwich Police responded to Clinton Street, Cole allegedly approached a 35-year-old male with a BB gun and metal baseball bat and struck the man’s face multiple times with the bat, the victims suffered multiple fractures & lost teeth, he was taken to Chenango Memorial Hospital & was later transported him to SUNY Upstate Medical University Hospital in Syracuse to receive multiple surgeries. Cole was arraigned & was held on a $1,000 cash bail, pending court action at a later date.

Otsego County Sheriff’s Office arrested 37 year old Daniel Pope of Laurens following an investigation of a motor vehicle accident in the Town of Morris. Pope was charged with 3 counts of Aggravated DWI for allegedly having a Child Less Than 16 Years Old in the vehicle, plus DWI, Operating a Vehicle with a BAC of .08% or higher, 3 counts of Endangering the Welfare of a Child & Speed Not Reasonable and Prudent The 3 children in pope’s vehicle sustained minor injuries in the accident and were treated and released at the scene by EMS, Pope was released on an Appearance ticket and for Town of Morris Court at a later date.

Police in Deposit arrested 73 year old Jo Stanton and her son, 49 year old Patrick Stanton after they conducted a traffic stop for a vehicle with incorrect license plates. Police seized brass knuckles, heroin, methamphetamine, hydrocodone, and suboxone. The Stantons were charged with Criminal Possession of a Controlled Substance with Intent to Sell, Patrick Stanton was additionally charged with Criminal Possession of a Weapon and Criminal Possession of a Controlled Substance, more charges are anticipated, The investigation is ongoing.

The State Police issued a total of 38,363 tickets statewide during the National “Click It or Ticket” enforcement campaign which ran from May 22nd to June 4th. Broome County Sheriff’s Deputies arrested 44 year old Shaun Kozak of the Town of Maine following a series of larcenies at several NYSEG substations and other electrical facilities. Detectives discovered a large amount of industrial electrical equipment consistent with several reported larcenies, after conducting a search of Kozak’s Garage, he was charged with 3rd degree Burglary, Criminal Possession of Stolen Property & 4th degree Grand Larceny, Kozak was taken to the Broome County Correctional Facility for arraignment.

Attorney General Letitia James announced the final approval of $17.3 billion in opioid agreements with drug makers Teva Pharmaceuticals and Allergan and pharmacies CVS and Walgreens, which includes over $1 billion for New York State. The settlement requires Teva to operate under a monitor to prevent all opioid marketing, CVS and Walgreens are required to monitor, report, and share data about suspicious activity related to opioid prescriptions.

Broome County Sheriff’s Deputies responded Tuesday to a report of a physical injury domestic dispute in the Town of Binghamton, they found a female victim with lacerations, 38 year old Adam Gurney of Binghamton, was arrested, after deputies found that he had a full Stay Away Order of Protection against him, he also had an outstanding arrest warrant through the Town of Vestal, for violating an order of protection. Gurney was charged with Criminal Contempt, Aggravated Family Offense, Criminal obstruction of breathing or blood circulation, he was arraigned and has remained in custody of the Broome County Sheriff’s Office.

Local government sales tax collections in New York state totaled $5.5 billion in the first quarter of 2023, an increase of 7.1%, compared to the same period last year, according to a report released today by State Comptroller Tom DiNapoli. DiNapoli’s report found that sales tax collections increased by 9.2% in January and 14.1% in February, but the growth slowed to 0.3% in March. Collections for the counties and cities outside New York City grew by 3.3%, in the first quarter, with 50 out of 57 counties experienced sales tax increases during the quarter.

The Broome County District Attorney’s Office announced that 48 year old Howard Knapp of Endicott will spend 50 years in prison after he was found guilty in January. Deputies charged Nodine with Criminal Contempt for Violating an active Order of protection, plus 1 count each of Arson & Criminal Mischief. Deputies charged Byington for Criminal Mischief & Arson. Nodine was arraigned in the Town of Hamden Court, an order of protection was issued on behalf of the victim, and she was released in her own recognizance will appear in Town of Delhi Court at a later date. State Police arrested 18 year old Noe Casas-Aguilar of Binghamton and a 17-year-old juvenile for 2 counts of 1st degree Burglary, 2 counts of 1st degree Robbery plus Criminal Possession of a Weapon & Reckless Endangerment. Troopers were dispatched Sunday Morning to a residence on Bevier Street in the town of Dickinson for a report of 2 males that broke into an occupied home. The suspects fled the area and were located later in Binghamton and were arrested. Casas-Aguilar was transported to Broome County Jail for Central Arraignment and Processing. The 17-year-old was transported to Oneida County Correctional Facility.

Governor Kathy Hochul today announced the ratification of a 5-year labor agreement with the Civil Service Employee Association, which includes over 52,000 State employees. The agreement passed with 80% approval, it runs until April 1st 2026, it includes raises in each year of the agreement of 2% for the first 2 years and 3% for the remaining 3 years.

State Police were dispatched Sunday Night to Parker Hollow Road near Sunshine Mountain Road in the town of Sidney to a single vehicle crash, where a vehicle went off the roadway, struck a tree and became engulfed in flames. The victim has been identified as 58 year old Tammy Oefelein of Bainbridge, her dog also died in the accident.

State Police at Oneonta arrested 20 year old Christopher Becker of Unadilla for Criminal Mischief and Menacing, after a trooper responded to a report of a man who broke windows at the Betty Beavers Gas Station in the town of Otego. Becker allegedly broke windows of the store and threatened the owner of the gas station with a golf club. He was arrested on scene by a trooper and was transported to Otsego County Central Arraignment and Processing.

Otsego County Sheriff’s Office announced the arrest of 46 year old Seth Wolle of Schenevus, for 3 counts of endangering the welfare of a child. Wolle is accused of performing a lewd act in the presence of minors, he was sent to the Otsego County Correctional Facility to await arraignment at a later date. An order of protection was requested on behalf of the family.

During the 4th of July holiday, State Police in Troop “C” removed 7 impaired motorists off the roadways. State Police at Norwich arrested 50 year old Shaney Stevens of Coventry for Driving While Intoxicated, following the investigation of a vehicle that struck a telephone pole and the driver left the scene. Stevens had been driving the vehicle and she lost control and struck the pole. Stevens was arrested & was processed and released on appearance tickets to the Coventry Town Court on August 24th.

State Police arrested 57 year old Tamara Tophoven and 43 year old Rebecca Tophoven of Edmeston for 4 counts of Overdriving, torturing and injuring animals; failure to provide proper sustenance. A trooper was dispatched to check on the welfare of animals in a trailer on Taylor Hill Road in the Town of Edmeston, several dogs and cats were living inside an abandoned trailer in squalor, with minimal ventilation, no water and without proper care. The trooper contacted the Susquehanna SPCA in Cooperstown, the animals were voluntarily surrendered to the SPCA to receive care. Both women were issued appearance tickets to the Edmeston Town Court and are scheduled to appear on July 18th.

The State Department of Taxation & Finance announced that excise tax, prepaid sales tax, and state sales and use taxes are suspended, Local sales and use taxes are not suspended except where local legislative bodies voted to suspend their tax also. The Oneonta Common Council voted Tuesday night to name Christopher Witzenburg as Chief of Police, replacing Douglas Brenner, who retired earlier this year. Witzenburg has served as interim chief; he has been with the Oneonta Police Department for 23 years. State Police arrested 30 year old Matthew Appley of Fish’s Eddy for Reckless Endangerment & Criminal Possession of a Weapon. Troopers from Deposit were dispatched to a disturbance on South Main Street in Fish’s Eddy, Appley is accused of firing a weapon at 2 vehicles, no one was injured but 2 vehicles were damaged. Troopers located Appley and he was arrested without incident, he was arraigned by a judge & was remanded to the Delaware County Jail on $25,000 bond.

Governor Kathy Hochul announced a plan to expand healthcare worker vaccine mandates to include employees that work in the Officer of Mental Health and the Office for People with Developmental Disabilities. Employees in these agencies will need to show proof of a least 1 dose of the COVID-19 vaccine by November 1st, they will not have the option to receive weekly COVID testing. The requirement will apply to all employees who work at psychiatric hospitals and those working at specialty hospitals. Tomorrow, a previously enacted vaccine requirement will take effect for personnel at adult-care facilities, long-term health care programs, AIDS home care programs, hospice care along with other similar programs.

Broome County District Attorney Mike Korchak announced today that Lisa Stevens of Glen Aubrey was sentenced to 2 1/2 to 7 years in prison, for 2nd degree Grand Larceny. Stevens was accused of taking money from clients while working as a travel agent, and failing to deliver either refunds or services to the clients, amounting to over $100,000. Stevens faces similar charges connected to that Larceny in Onondaga County.

Governor Kathy Hochul today announced that about $149 million in federal aid has been distributed to counties statewide to help older New Yorkers meet basic needs, remain in their homes and communities, slow the spread of the COVID-19 virus, and get vaccinated. Chenango County Sheriff’s Office arrested 23 year old Korey Crandall of Sherburne on a Bench Warrant issued out of the City of Norwich Court. Deputies located Crandall in the Town of Sherburne and was in possession of methamphetamines. Crandall was issued an appearance ticket for Possession of a Controlled Substance and was later turned over to the Norwich City Police Department.

Governor Kathy Hochul today announced that $89 million in child care provider stabilization grant funds have been disbursed. More than 10,600 of New York State’s 18,000 eligible child care providers have applied for Child Care Stabilization Grant funding. To date, child care providers have requested $585 million of the available $1.1 billion in federal funding. The New York State Office of Children and Family Services is administering the funds.

Governor Cuomo has signed “Shannon’s Law” recently, named after a Long Island Teacher who died of breast cancer at the age of 31.   Insurance companies must cover annual mammograms for women over 35; previously, insurance companies were only required to cover annual mammogram screenings for women over the age of 40.

State Police at Sidney arrested 36 year old Sabrina Hetrick of Guilford for DWI, after Troopers responded to a 1-car accident on State Route 51 in the town of Butternuts.  Hetrick was transported to Bassett Hospital in Cooperstown of complaint of pain and was issued appearance tickets to the town of Butternuts court on August 22nd.

State Police and other police agencies joined forces on August 2nd in an effort to get impaired drivers, unlicensed drivers and drugs off the roadways.  29 law enforcement members were involved in a 5-hour traffic saturation detail with troopers from Troops C, G and H, the Delaware, Greene & Schoharie County Sheriff’s Departments, DEC Police, Park Rangers, & the U.S. Department of Homeland Security.  A total of 38 traffic summons were issued for DWI, Leandra’s Law, aggravated unlicensed operation, unregistered motor vehicle, speeding, & 2 people were wanted on active warrants.

The Community Foundation for South Central New York announced a new mini-grant opportunity for qualified non-profit organizations in Broome, Tioga, Chenango, Delaware and Otsego counties.   Proposals may be submitted for projects that support, develop and/or expand the skill set of young professionals in our region and/or increase their involvement in the community.  The deadline for applications is Friday, September 6th.  Details on submission requirements can be found at donorswhocare.org. 

A new Siena College Poll of registered New York voters found that the majority of New Yorkers say Governor Cuomo has made the state a better place since he took office in 2011, the poll also found that his favorability and job performance ratings currently match record lows.  New York voters said Cuomo has improved the state by a 51 to 39% margin,  but his favorability ratings of 43% negative and 50% positive matches his lowest ratings, his job performance rating of 34% positive and 64% negative is his lowest ever.

The State Department of Health announced that a proposal for a new Medicaid model of care serving children throughout the state with complex health needs has been approved by the federal Centers for Medicare and Medicaid Services. The new model will improve access to Medicaid services and expand Medicaid coverage to home- and community-based care for more than 6,000 youth under age 21 who are faced with an array of serious health issues and otherwise could be forced to live in hospitals and other institutionalized settings.

State Police arrested 40 year old Rachel Rose of Otego for Aggravated DWI, with a BAC of .22%, plus Imprudent Speed and Moving from a Lane Unsafely.  A trooper was dispatched by Otsego County 911 to the area of Country Club Road in the town of Oneonta for a report of a vehicle off the road.  The trooper located Rose and her vehicle which was stuck in a drainage ditch.  Rose was processed and released on appearance tickets returnable to the town of Oneonta court on August 6, 2019.

State Lawmakers are continuing to re-word legislation before the end of the 2019 session that may legalize recreational Marijuana in New York State.  The New York State Sheriff’s Association opposes that idea, Delaware County Sheriff Craig Dumond comments:

26-year-old Haylery Rodriguez of Johnson City was issued tickets Friday for Unlicensed Operator and 7 improper restraint tickets.  State Police responded to the report of a several children rising unrestrained in a vehicle leaving the Tioga Downs.  A trooper stopped the vehicle on State Route 17 & discovered 12 people in a vehicle that seats 7.  7 children ranging from ages 3 to 11 that were not in child seats, booster seats or even belted in the vehicle & Rodriguez was driving with only a learner’s permit and did not have a licensed driver in the vehicle. The trooper stayed with the vehicle for 2 1/2 hours to ensure everyone in the vehicle was picked up by a licensed driver with the proper safety equipment.

The Airmen from the 106th Rescue Wing will deploy to Gulfport, Mississippi with one HC-130 search and rescue aircraft, one HH-60 Pave Hawk Rescue helicopter and two inflatable rescue boats. In addition, the New York Army National Guard is preparing to deploy 2 heavy lift helicopters to Tallahassee, Florida with 20 Soldiers. The HC-130 can conduct search operations from the air and can refuel helicopters in flight, which extends the range of the helicopters.

Delaware County Sheriff’s Department and State DOT Inspectors conducted a commercial vehicle inspection on State Highway 30 in the Town of Colchester. 3 Inspections were conducted; Deputies issued 17 summonses for various safety violations including unsafe tires, uninspected motor vehicle, unregistered vehicle, loose cargo, spreading debris on the highway, & inadequate brakes. 2 of the vehicles were taken out of service, 1 driver was arrested for a displaying a forged commercial motor vehicle inspection certificate and issued multiple summons returnable to the Town of Colchester Court.

Delaware County Sheriff’s Office Criminal Investigation Division arrested 46 year old Michael Lynch of Sidney following the execution of a search warrant at his County Highway 23, Town of Sidney, and residence. Members of the Criminal Investigation Division, acting on a tip, obtained a search warrant for Lynch’s residence, they seized marijuana plants, drying marijuana and a number of rifles and shotguns, Lynch was charged with criminal possession of marijuana & unlawful cultivation of cannabis, he was issued an appearance ticket for Town of Sidney Court at a later date.

The Regional Economic Development Council awards will include $690,000 for the Bethel Woods Center for the Arts, located on the site of the original 1969 Woodstock Music and Art Fair held 50 years ago. Bethel Woods will use the state funding for the 50th anniversary event for next year, which is planned as a 3-day festival like the original event.

The Broome County Health Department has confirmed 2 cases of the West Nile Virus in recent weeks. Both Patients were hospitalized and both are recovering. Mild cases usually feature a fever, headache, body aches and occasionally skin rash or swollen glands, more serious cases include high fever, neck stiffness, muscle weakness and an altered mental status. Public health officials say the key is to avoid being bitten by mosquitoes, through insect repellent, screens and the elimination of standing water.

The Governor’s Administration and Oneonta Mayor Gary Herzig announced an October 11 roundtable event in Oneonta to discuss the upcoming 2020 Census and steps to ensure a full count of all New Yorkers. Garreau was allowed to live with and was given a job by the victim, who discovered that the items were gone once Garreau moved out. Garreau was remanded to the Otsego County Jail on $5,000 cash or $10,000 bond pending court action.

The Amphenol Corporation announced that the Vintage Manufacturing Facility buildings located at 40-60 Delaware Avenue in Sidney will be removed in preparation for future use. Amphenol spokesman Joe Bianchi stated that the plating operations at the west end of the site will continue to be in operation, the rest of the manufacturing and support operations were moved to Amphenol’s new facility at 191 Delaware Avenue in 2014. The buildings in question were damaged in the flooding of 2006 and 2011 & no future use for those buildings could be identified. The building removal project will begin in June & should be finished in October of this year, under the guidance of the Village of Sidney, the state Department of Health & the state DEC. Potential future uses of the site are currently being considered.

The City of Norwich Fire Department announced that the Celebration scheduled for today for the retirement of Chief Tracy Chawgo has been postponed. According to the Niagara County Sheriff’s Office, Chawgo’s son Bradley died Monday night in a motorcycle crash in the town of Cambria, he was a graduate of Norwich City School District in 2013, and had recently left the Norwich area. Deputies reported that Bradley Chawgo was struck by an SUV driven by 19 year old Ajjada Amos of Niagara Falls, who may have fallen asleep at the wheel, crossed the center line and struck his motorcycle head on.

Interim State Attorney General Barbara Underwood announced that she won’t seek election to the attorney general’s positon. Underwood was appointed to the position after Eric Schneiderman resigned following accusations that he was physically violent to 4 women, Underwood had been serving as the solicitor general for the last 11 years, she was appointed by then Attorney General Andrew Cuomo.

Dairy farmers may be able to get money back from the revised Margin Protection Program this month, but they have to sign up before June 1st in order to benefit. Farm Service Agency representatives in each county office across New York State are available to meet with dairy farmers to discuss the program and its anticipated returns for each particular farmer and help farmers sign up if they are not already enrolled. Governor Cuomo declared a state of emergency in nearby Putnam, Dutchess, Orange, and Sullivan Counties as they continue to recover from several severe thunderstorms yesterday. The Governor has deployed 125 members of the New York National Guard to assist communities with recovery efforts, plus thousands of state and local personnel are working to clear debris & re-open roads. A travel advisory was also put into effect for those counties, NYSEG reported over 10,000 were still without power from the storms earlier this afternoon.

Governor Cuomo announced a Lyme and tick-borne disease control plan on public lands, increase public awareness and create a working group to participate in a Lyme disease summit this summer. The Governor has directed the Department of Health, DEC and the Office of Parks, Recreation and Historic Preservation to collaborate in order to target priority counties and public lands with the highest risk of tick exposure and Lyme disease. State DOT Officials announced that work has begun to construct a new roundabout at the intersection of State Route 28 and State Route 357 in the Town of Franklin. The $1.3 million project will convert the current intersection into a circular intersection without traffic signals. Approximately 4,000 vehicles travel through this intersection daily. Roundabouts see a decrease in the severity of crashes, which typically occur at a slower speed.

Delaware County Sheriff’s Deputies arrested a Hancock couple for allegedly possessing stolen Snowmobiles from Pennsylvania & possessing drugs packaged for sale. Deputies recovered 4 stolen snowmobiles in Hancock and Deposit, they arrested 28 year old Matthew Mason of Hancock, for Criminal Possession of Stolen Property for allegedly possessing the stolen snowmobile trailer and 4 snowmobiles, he was remanded to the Delaware County Jail on $10,000 cash bail or $20,000 bond. Deputies had also arrested 43 year old Tammy Moore on 2 separate occasions once for Aggravated DWI, Driving While Ability Impaired by Drugs, Endangering the Welfare of a Child, Criminal Possession of a Controlled Substance & later for Criminal Possession of Stolen Property. Moore was returned to the County Jail after posting bail on the 1stset of charges. A search warrant was executed at the Mason and Moore home; deputies seized marihuana plants, processed marihuana & drug paraphernalia.

State Police arrested 38 year old Michael Sullivan of Agawam, Massachusetts & 30 year old Gabrielle Graham of Pittsfield, Massachusetts for criminal possession of a controlled substance, Sullivan was additionally charged with Unlawful Possession of Marihuana. Troopers received a complaint of a disabled vehicle on I-88 in the town of Afton; they located marijuana and a smoking pipe with residue. Sullivan and Graham were arraigned in the town of Afton Court and remanded to the Chenango County Jail on $1,000 cash bail or $2,000 bond. Their next court date is scheduled for April 23, 2018 in the town of Afton Court.

Johnson City Police Department announced that 29-year-old Corey Robinson is being detained in Marietta, Georgia, he is suspected of murdering 46 year old Erika Smith Cunningham, who was found dead at 92 Crocker Avenue Sunday morning. An arrest warrant was issued on Thursday and Robinson was taken into custody a few hours later. Robinson will be charged with 2nd degree murder, Extradition proceedings have begun, Robinson is expected to be returned to Broome County in about a week.

The controversial NG Advantage natural gas compressor station project in Port Crane is being scrapped by the company, even after they received approval for the project by the Town of Fenton planning board a year ago. NG sold some of the property already to Carrier Services Corporation of Ohio; they are expected to request a rezoning of the property for commercial or industrial activity.

New York ranked 3rd behind Illinois and New Jersey, as the top 3 states that people are leaving. The United van Lines statistics showed that 46% left for job-related reasons, 29% left following retirement, 19% left for family reasons, 5% for health reasons. Governor Cuomo today announced a new initiative to provide teachers and coaches with resources they can use to help prevent and address substance use disorder among young people. The Binghamton Hockey Hall of Fame Committee announced that it will induct Brian McGrattan and Larry Kish as the class of 2018. There will be a pregame ceremony prior to Friday’s game against Syracuse. McGrattan played a total of 196 regular-season games over the course of three seasons in Binghamton with the Senators from 2002-2005, he recorded 25 goals and 22 assists for 47 points, his 551 penalty minutes in 2004-05 is the most in a single season in AHL history.
